REPORT: | Assistant County Attorney Joni Armstrong-Coffey read the foregoing proposed resolution into the record. Chairwoman Seijas relinquished the Chair to Vice-Chairman Diaz, and noted the County already belonged to the National Association of Counties (NACo) and was already a participant in the Cool Counties Initiative and Climate Stabilization Declaration. She noted this resolution just reaffirmed the County’s commitment to this effort, which had no fiscal impact on the County. Hearing no further comments or discussion, the Committee proceeded to vote on the foregoing proposed resolution as presented. NOTE: Chairwoman Seijas submitted a memorandum dated December 09, 2008, requesting the Board of County Commissioner (BCC) Chairman Barreiro waive the Committee rules and procedures and allow the foregoing resolution to be forwarded to the December 16 BCC meeting for consideration. | ||||||

TITLE RESOLUTION ENDORSING MIAMI-DADE COUNTY�S PARTICIPATION IN U.S. COOL COUNTIES PROGRAM AND ITS GOALS AND OBJECTIVES INCLUDING THE CLIMATE STABILIZATION DECLARATION BODY WHEREAS, Miami-Dade County has been an active participant in the development of the goals and objectives of the U.S. Cool Counties Program; and WHEREAS, Miami-Dade County has expressed its commitment to addressing the challenge of global climate change by joining the Chicago Climate Exchange and agreeing to contractual carbon emission reduction goals; and WHEREAS, an official advisory board, the Climate Change Advisory Task Force (CCATF), has been established to provide recommendations to the Board of County Commissioners regarding actions to be taken by this government to further reduce carbon emissions; and WHEREAS, adaptation strategies are also being formulated by the CCATF for consideration by the Board of County Commissioners; and WHEREAS, professional staff have been developing a Climate Change Action Plan to identify the current local commitment of resources and clearly indicate the great need for federal assistance to make this community resilient; and WHEREAS, the initiatives taken by Miami-Dade County are completely in accord with the goals and objectives of the U.S. Cool Counties Program; and WHEREAS, as a participant in the U.S. Cool Counties Program, Miami-Dade County agrees with the Climate Stabilization Declaration and reaffirms its commitment to: reducing the County�s contributions to climate change through operational efficiencies; demonstrating regional leadership to achieve climate stabilization; helping our local community to become climate resilient; and seeking assistance from the federal government to support our efforts; and WHEREAS, the Program calls for 80% reduction of greenhouse gas emissions by 2050 including a reduction of fossil fuels; and WHEREAS, the Cool Counties Climate Stabilization Declaration is an important joint initiative by local governments to combat global warming: and WHEREAS, Miami-Dade County is proud to join King County, Washington; Nassau County, New York; Cook County, Illinois; Fairfax County, Virginia, and all of the other original signatories to the Declaration. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby endorses the participation of Miami-Dade County in the U.S. Cool Counties Program and its goals and objectives contained in the Climate Stabilization Declaration. |
