TITLE
RESOLUTION URGING THE OBAMA ADMINISTRATION TO ESTABLISH A NATIONAL AIDS STRATEGY

BODY
WHEREAS, according to the 2004 through 2007 reports from the Centers for Disease Control and Prevention (CDC), Miami-Dade County (County) was the Statistical Metropolitan Area with the highest rate of reported cases of Acquired Immunodeficiency Syndrome (AIDS); and
WHEREAS, although the rate of reported AIDS cases has dropped across the State of Florida, the total number of newly diagnosed cases of HIV has risen; and
WHEREAS, nationally the HIV/AIDS epidemic disproportionately affects minority populations with the highest number of cases reported among the Black community; and
WHEREAS, for many years, the HIV/AIDS epidemic in the United States has been neglected, given inadequate and diminishing resources, and reflected fundamentally broken systems that have failed to convey the public health emergency that the epidemic represents in this country, particularly for those communities disproportionately affected by the disease such as gay and bisexual men of all races, women, and people of color; and
WHEREAS, one of the many ways the County has addressed the HIV/AIDS epidemic in the County is by establishing the Miami-Dade HIV/AIDS Partnership (Partnership); and
WHEREAS, the Partnership has enabled the County and other governmental entities to apply for, receive, plan for, assess, and allocate financial assistance under the Ryan White Program and other funding sources; and
WHEREAS, the Partnership also serves as an advisory body to this Board, the Mayor, and other governmental entities on HIV/AIDS related issues; and
WHEREAS, the Partnership recommends that this Board support the Federal AIDS Policy Partnership (FAPP), which is a national coalition of organizations committed to federal HIV/AIDS policy, to urge the Obama Administration to develop an HIV/AIDS agenda, which includes the creation of a comprehensive National AIDS Strategy (NAS); and
WHEREAS, the Partnership also recommends that the Obama Administration should restructure the Office of National AIDS Policy by (1) giving that office direct participation in White House budgetary and policy priority setting functions; (2) giving that office a more important role in overseeing and implementing the NAS; (3) filling the office�s vacant Executive Director�s position with a person who has a deep understanding of HIV/AIDS as a disease, an understanding of the funding and economic issues confronting persons with HIV/AIDS, and a proven track record in working with the most severely affected communities; and
WHEREAS, the Partnership also recommends that the Obama Administration consider restructuring and consolidating those federal advisory bodies that are duplicative in order to maximize the limited resources allocated by Congress for development and implementation of HIV/AIDS care and treatment and prevention programs; and
WHEREAS, the Partnership also recommends that the Obama Administration ensure that any new or restructured federal HIV/AIDS advisory bodies include as members people living with HIV or AIDS, representatives of disproportionately affected populations, and individuals representing the regional and geographic diversity of HIV disease throughout the nation; and
WHEREAS, the Partnership further recommends that the Obama Administration ensure that the NAS, with broad governmental and community input, be tasked with determining the actual structures and authorities that will be needed to reach the nation�s long-term goal of ensuring equitable access to prevention, treatment, support, and care in order to reduce HIV prevalence and end the epidemic,
WHEREAS, this Board also supports the Partnership�s recommendations and desires that the Obama Administration implements a comprehensive NAS that incorporates these recommendations,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the Obama Administration to create a comprehensive National AIDS Strategy that includes the recommendations of the Miami-Dade HIV/AIDS Partnership and the Federal AIDS Policy Partnership.
Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the members of the Florida Congressional Delegation, the Office of National AIDS Policy, the Domestic Policy Council, the Federal AIDS Policy Partnership, the Miami-Dade HIV/AIDS Partnership.
Section 3. Directs the County's federal lobbying team to advocate for the creation of a comprehensive National AIDS Strategy, and authorizes and directs that the 2009 Federal Legislative Package be amended to include this item.
