TITLE RESOLUTION DIRECTING MAYOR TO CONDUCT A FEASIBILITY STUDY OF CAPTURING, STORING AND TREATING WATER FROM THE CANAL SYSTEM PRIOR TO ITS DISCHARGE TO BISCAYNE BAY FOR REPLENISHING THE AQUIFER AND FOR IRRIGATION PURPOSES AS PART OF COUNTY�S WATER SUPPLY PLAN BODY WHEREAS, Miami-Dade County�s 20-year Water Use Permit issued by the South Florida Water Management District includes many conditions and restrictions including the requirement that the County develop alternative water supply sources to meet increased demands over the next 20 years; and WHEREAS, the County is making significant financial investments in capital improvement projects to provide adequate water supply for projected water demands by the use of alternative water supplies such as reclaimed water and brackish water from the Floridan Aquifer; and WHEREAS, the County is also imposing water efficiency standards and other water conservation measures to further prevent and reduce wasteful, uneconomical, impractical or unreasonable use of our limited water resources; and WHEREAS, each year a substantial amount of fresh water is unavailable for use by the County because the South Florida Management District opens the coastal floodgates and dumps billions of gallons of water into Biscayne Bay to lower drainage canals to minimize and prevent flooding during a rain event; and WHEREAS, this Board is desirous of capturing the fresh water that is currently lost to tide during a rain event for use during the dry season, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Mayor is directed to conduct a feasibility study of capturing, storing and treating water from the canal system prior to its discharge to Biscayne Bay for use in replenishing the aquifer and the County�s water supply or for irrigation purposes as part of the County�s Water Supply Plan. The County Mayor shall provide a report to this Board within 150 days of the adoption of this Resolution. |
