TITLE
RESOLUTION URGING THE FLORIDA LEGISLATURE, THE FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS, THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT AND OTHER APPLICABLE STATE AGENCIES TO SUPPORT AND APPROVE THE DEVELOPMENT AND OPERATION OF A RECREATION AREA FOR ALL-TERRAIN VEHICLES AND OTHER OFF-HIGHWAY VEHICLES AT THE DADE-COLLIER TRAINING AND TRANSITION AIRPORT OR OTHER SUITABLE SITE

BODY
WHEREAS, on May 19, 2009, this Board passed Resolution No. 622-09 directing the Mayor or designee to negotiate on behalf of Miami-Dade County an interlocal agreement with Collier County for the joint development and operation of a 1,600-acre recreation area within the Dade-Collier Training and Transition Airport to support a variety of recreational activities including off-highway vehicle trails, subject to board approval, a copy of which is attached and incorporated by reference; and
WHEREAS, use of part of the Dade-Collier Training and Transition Airport for off-highway vehicle trails is now pending review and approval by various state agencies; and
WHEREAS, lobbying efforts before the executive and legislative branches in Tallahassee could assist in facilitating the approval of such a facility; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:

Section 1. Urges the Florida Legislature, the Florida Department of Community Affairs, the South Florida Water Management District and other applicable State agencies to support and approve the development and operation of a recreation area for all-terrain vehicles and other off-highway vehicles at the Dade-Collier Training and Transition Airport or other suitable site.
Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the Governor, Senate President, House Speaker, the Chair and Members of the Miami-Dade County State Legislative Delegation, Secretary of the Florida Department of Community Affairs, and the Executive Director of the South Florida Water Management District.
Section 3. Directs the County's state lobbyists to advocate for the legislation set forth in Section 1 above, and authorizes and directs that the 2009 and 2010 State Legislative Packages be amended to include this item.
