TITLE
RESOLUTION DIRECTING THE MAYOR OR DESIGNEE TO EVALUATE THE COST OF CURRENT LEASE CONTRACTS AND CURRENT MARKET VALUE AND TO THE EXTENT POSSIBLE RENEGOTIATE LEASES TO ACHIEVE SAVINGS

BODY

WHEREAS, the June 1 property tax roll estimate indicated that the taxable value of all four taxing jurisdictions governed by the Board of County Commissioners decreased by approximately 9 percent; and
WHEREAS, last year, the County faced a $200 million budget gap in the general fund for the second consecutive year; and
WHEREAS, the Administration has indicated that the County may face a budgetary gap in property tax subsidized operations of $350 million to $400 million for fiscal year 2009-10; and
WHEREAS, in light of these budget reductions, the County must look for savings wherever we can find them; and
WHEREAS, reductions in land values have led to lower property tax revenues, and such reductions in land values may also lead to lower lease rates; and
WHEREAS, the Administration should make every effort to reduce County expenses,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the Mayor or Designee to evaluate the cost of current lease contracts and current market value, and to the maximum extent possible, renegotiate leases to achieve savings where the language in leases provides a basis for possible renegotiation of terms, and provide a report to the Board within sixty (60) days of the effective date of this resolution.
