TITLE
RESOLUTION CONDEMNING THE SLAUGHTER OF HORSES IN MIAMI-DADE COUNTY AND DIRECTING THE COUNTY MAYOR OR THE MAYOR�S DESIGNEE TO INCREASE EFFORTS TO IDENTIFY AND APPREHEND THOSE RESPONSIBLE FOR THE SLAUGHTER OF HORSES AND THOSE INVOLVED IN THE TRADE OF ILLEGAL HORSE MEAT AND TO URGE THE STATE ATTORNEY�S OFFICE TO PROSECUTE THEM TO THE FULL EXTENT OF THE LAW

BODY
WHEREAS, many residents and visitors in Miami-Dade County enjoy riding, watching, and caring for horses and appreciate the horses� magnificent beauty; and
WHEREAS, some residents of Miami-Dade County rely on their horses for their income, through such things as horseback riding tourism or racing; and
WHEREAS, the slaughter of horses may hurt those individuals who depend on their horses for continued income or who enjoy and love horses; and
WHEREAS, the slaughter of horses may create an atmosphere of fear and distrust within the community of horse owners in Miami-Dade County; and
WHEREAS, increased enforcement against those individuals responsible for the slaughter of horses may reduce the number of incidents; and
WHEREAS, increased enforcement against those individuals or entities responsible for the purchase, sale, or trafficking of illegal horse meat may reduce the demand for horse meat and may therefore also reduce the incidents of horse slaughters;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the slaughter of horses in Miami-Dade County is hereby condemned, and the Miami-Dade County Mayor or the Mayor�s designee is directed to (1) increase efforts to identify and apprehend all those individuals who are responsible for the slaughter of horses, and all individuals or entities who are responsible for the purchase, sale, or trafficking of illegal horse meat; and (2) urge the State Attorney�s Office to prosecute to the full extent of the law those responsible for the slaughter of horses or the purchase, sale or trafficking of illegal horse meat.
