TITLE
RESOLUTION RELATING TO THE FORMER OPA-LOCKA WEST GENERAL AVIATION AIRPORT; DIRECTING MAYOR OR DESIGNEE TO IMPLEMENT A POST-ROCKMINING PLAN SO THAT THE AVIATION DEPARTMENT�S ROCKMINING ACTIVITIES PROVIDE THE COUNTY�S AIRPORT SYSTEM WITH THE MAXIMUM AMOUNT OF REVENUE WHILE REMAINING CONSISTENT WITH A POST-ROCKMINING USE OF THE SITE THAT MEETS REASONABLE ENVIRONMENTAL GOALS, STANDARDS OF THE COUNTY�S PARK AND RECREATION DEPARTMENT, AND ACCEPTABLE POST-MINING PUBLIC USES OF THE SITE

BODY
WHEREAS, in 1970 the County added the Opa-locka West General Aviation Airport to the County�s Airport System, and in June 2006, the airport was decommissioned by the Federal Aviation Administration at the County�s request; and
WHEREAS, the Airport is located in the Rockmining Zoning Overlay Area as defined in Chapter 33-420; and
WHEREAS, in Resolution No. R-1294-07, this Board approved an Aggregate Extraction Agreement between the County and the Florida Department of Transportation (�FDOT�) under which FDOT will serve as the managing agent for selecting a limestone rockmining contractor to extract and sell limestone from the 422-acre former Opa-locka West Airport site over the next ten to twenty years; and
WHEREAS, at the time of approval of Resolution No. R-1294-07, the Board of County Commissioners requested that the County develop a post-rockmining plan for the lake created by the mining operation and for the remaining land at the former Airport site that would provide a high degree of environmental habitat benefits and a variety of recreational uses; and
WHEREAS, the County retained the service of Lampl Herbert Consultants to develop such a plan for the post-rockmining of the Opa-locka West Airport; and
WHEREAS, the County has received a report dated June 16, 2009 from Lampl Herbert entitled �Post-Mining Environmental and Recreational Opportunities at Opa-locka West Airport�; and
WHEREAS, the post-mining plan presented in the report meets the objective of ecological enhancement and provides a number of recreational opportunities for Miami-Dade residents while providing needed construction aggregate and funding for the County Airport system; and
WHEREAS, the plan contemplates the creation of a beach, floating plant islands with a substrate made from recycled materials, along with the establishment of facilities for recreational activities such as biking, fishing and water sports to be operated by the County�s Park and Recreation Department; and
WHEREAS, the plan also considers opportunities for the County to obtain the cooperation of the owners of adjoining rockmining sites who may find it beneficial to donate their property to the County after their rockmining activities are completed so that the County may incorporate these neighboring rock mines into the future park,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board authorizes and directs the Mayor or designee to (a) adopt and implement a post-mining plan at Opa-locka West Airport utilizing those alternatives in the June 16, 2009 Lampl Herbert report entitled �Post-Mining Environmental and Recreational Opportunities at Opa-locka West Airport� attached hereto and made a part hereof, that result in a post-rockmining plan consistent with the goals of this Resolution, (b) effect a collaboration between the County�s Aviation Department, Park and Recreation Department, other County Departments, the Florida Department of Transportation, and adjacent mine owners and their consultants, to identify opportunities to incorporate additional rockmining properties into the ecological and recreational plan, and (c) issue directions to FDOT so that the rockmining activities of FDOT�s rockmining contractor on the County�s rock quarry site are consistent with such plan selected by the Mayor or designee.
