TITLE RESOLUTION APPROVING THE TERMS OF AND AUTHORIZING THE MAYOR OR MAYOR�S DESIGNEE TO EXECUTE A BUILDING BETTER COMMUNITIES GENERAL OBLIGATION BOND PROGRAM GRANT AGREEMENT WITH FRIENDS OF THE MILITARY MUSEUM OF SOUTH FLORIDA AT NAS RICHMOND, INC. IN THE AMOUNT OF $320,000 TO FUND FOUNDATION WORK AND RELOCATION OF BUILDING 25 OF THE RICHMOND NAVAL AIR STATION TO GOLD COAST RAILROAD MUSEUM SITE FOR ITS REHABILITATION AS MILITARY MUSEUM BODY WHEREAS, the Building Better Communities General Obligation Bond (�BBC GOB�) Program included Project No. 283, with the Project Name �Richmond Naval Air Station � Building 25� and the following Project Description: �Relocate this historic structure to a location near Miami MetroZoo and complete its rehabilitation as a military museum and memorial. Building 25 is the last remaining wood frame building of the Richmond Naval Air Station, which served as control base for blimps that protected the South Florida coastline during World War II and as a CIA base during the Cuban Missile Crisis. Through the Office of Historic Preservation� in the amount of $2 million; and WHEREAS, currently, Building 25 of the Richmond Naval Air Station (�Military Museum�) is currently located at 15810 SW 129 Avenue on federally-owned lands, but will be permanently located on County-owned property within the Gold Coast Railroad Museum site, adjacent to Miami MetroZoo; and WHEREAS, the Gold Coast Railroad Museum has been located on almost 50 acres of historic County-owned property for over 22 years, but currently only 12 years remain on its license agreement with the County and there is no sub-license agreement with the Friends of the Military Museum of South Florida at NAS Richmond, Inc. (�the Grantee�) yet in place; and WHEREAS, BBC GOB Administrative Rules require site control by the Grantee for a minimum term of 25 years; and WHEREAS, the Miami-Dade County Park and Recreation Department is in the process of preparing an amendment of the license agreement with Gold Coast Railroad Museum to authorize a second and independent license agreement with the Grantee for the new Military Museum to be located at the Gold Coast Railroad Museum site; and WHEREAS, both the amended License Agreement for the Gold Coast Railroad Museum and the new License Agreement for the Military Museum are expected to be presented to this Board by March of 2010, but the Grantee needs to move the Military Museum to the Gold Coast Railroad Museum site immediately because the U.S. Army Corps of Engineers has given the Grantee a deadline of March 30, 2010 to relocate the Military Museum from federal property onto other property or the Military Museum will be demolished; and WHEREAS, the Miami-Dade County Park and Recreation Department and the Gold Coast Railroad Museum will issue a temporary permit to the Grantee in order to allow the Grantee to relocate the Military Museum to the Gold Coast Railroad Museum site and such temporary permit shall expire once the long-term license agreement between the County and the Grantee has been approved and executed; and WHEREAS, the Grantee requires the BBC GOB funds in order to pay for the foundation work and the relocation of the Military Museum to the Gold Coast Railroad Museum site; and WHEREAS, the Grantee therefore has requested that this Board waive the requirement in the BBC GOB Administrative Rules that grantees demonstrate site control for 25 years as a pre-condition to receiving BBC GOB funds, with the understanding that in approximately 2 months it is anticipated that the Grantee will have the required site control, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby approves the terms of and authorizes the Mayor or his/her designee to execute the BBC GOB Program Grant Agreement, in substantially the form approved by this Board pursuant to Resolution No. R-595-05 with the exception of site control, as more fully set forth herein, by and between the County and the Grantee in the amount of $320,000 to fund the foundation work and the relocation of the Military Museum to the Gold Coast Railroad Museum site. |
