REPORT: Assistant County Attorney Cynthia Johnson-Stacks read the foregoing proposed resolution into the record. It was moved by Commissioner Sorenson that the foregoing proposed resolution be forwarded to the County Commission with a favorable recommendation with committee amendment(s) to include language under Section 1, indicating the amount of money each NSRA-related activity received from the County. This motion was seconded by Commissioner Vice-Chairwoman Jordan. Commissioners Rolle and Martinez asked the Housing and Community Development Department Director to provide them with a copy of the map depicting each Neighborhood Revitalization Strategy Area. Hearing no objections, the Committee proceeded to vote on the motion to forward this proposed resolution to the County Commission with a favorable recommendation with committee amendment(s).

TITLE
RESOLUTION REQUESTING THAT THE MAYOR OR THE MAYOR�S DESIGNEE PROVIDE AN ANNUAL REPORT TO THE BOARD OF COUNTY COMMISSIONERS DETAILING ACHIEVEMENTS IN THE COUNTY�S NEIGHBORHOOD REVITALIZATION STRATEGY AREAS (NRSAs)

BODY
WHEREAS, on January 5, 1995, the Federal Register, which is the official daily publication for rules, proposed rules and notices of Federal agencies and organizations, published the authorization for entitlement grantees to develop comprehensive approaches to address economic development needs in a designated neighborhood within their community.� These areas are referred to as Neighborhood Revitalization Strategy Areas or NRSAs; and�
WHEREAS, the focus of the strategy for NRSAs must be economic empowerment of the low- and moderate-income population of the NRSA; and
WHEREAS, there are currently eight (8) areas designated as NRSAs within Miami-Dade County (the �County�); and�
WHEREAS, NRSAs were established pursuant to the County�s submission of its Consolidated Plan to HUD; and
WHEREAS, HUD requires that the County specifically report its activities via HUD�s Integrated Disbursement and Information System (�IDIS�) system whenever the County funds an activity within an NRSA. The purpose of such reporting is to ensure that the funds are being utilized in an appropriate manner; and�
WHEREAS, it would benefit the Board of County Commissioners (the �Board�) to receive annual reports stating what is occurring in each NRSA with the level of specificity required by HUD;�
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1: The Board requests the Mayor or the Mayor�s designee provide in the form of an annual report, to be provided on or about April 30 of each year, with regard to each of the NRSAs within the County:�
A. The number of new businesses assisted
B. The number of businesses retained
C. The number of jobs created or retained in the NRSA
D. Number of low- and moderate-income persons assisted
E. Number of low- and moderate-income households assisted
F. Number of acres of brownfield remediated
G. Slum and blight demolition
H. Number of persons with new or improved access to public facilities
I. Number of businesses provided with rehabilitation or fa�ade improvements
J. Amount of money leveraged from other sources

Section 2: The annual report presented to the Board should contain a section detailing the above-referenced information for each NRSA as well as a comprehensive report for all NRSAs.
