RESOLUTION URGING MIAMI-DADE COUNTY PUBLIC SCHOOL BOARD TO CONVERT FACILITY LOCATED AT 160 NW 13TH STREET, HOMESTEAD, FLORIDA INTO RESIDENTIAL EDUCATIONAL FACILITY IN ANTICIPATION OF MIGRATION OF HAITIAN CHILDREN INTO MIAMI-DADE COUNTY AND TO MAKE FACILITY AVAILABLE TO COUNTY, IF NECESSARY, FOR RELATED SOCIAL SERVICES FOR SUCH CHILDREN; AND DIRECTING COUNTY MAYOR OR MAYOR’S DESIGNEE TO PREPARE AND SUBMIT TO THE BOARD AN ANALYSIS RELATING TO THE COUNTY PARTNERING WITH THE SCHOOL BOARD TO PROVIDE NECESSARY SERVICES TO THE EARTHQUAKE VICTIMS

BODY
WHEREAS, on January 12, 2010 a devastating earthquake hit Haiti, approximately 10 miles southwest of the city of Port-au-Prince, Haiti; and
WHEREAS, more than three million people -- a third of Haiti’s population -- have been affected by the earthquake; and
WHEREAS, the earthquake is the latest in a series of events that have hit Haiti in recent years, including four deadly storms that struck Haiti in 2008; and
WHEREAS, even before the earthquake, Haiti was one of the poorest countries in the Western Hemisphere; and
WHEREAS, in the U.S., no county has a larger Haitian-American community than Miami-Dade County, with Kings County (Brooklyn), New York, having the second largest Haitian-American community and Broward County, Florida having the third largest; and
WHEREAS, according to the U.S. Census Bureau, there were 95,669 Haitian-Americans living in Miami-Dade County at the last U.S. census in 2000; and
WHEREAS, hundreds of thousands of children have been left orphaned as a result of the earthquake which is likely to result in a large and rapid influx of Haitian orphans and other children needing assistance into our community; and
WHEREAS, this Board supports the temporary migration of Haitian children to the United States during this disaster as a means of providing stability, support and comfort while Haiti recovers from this disaster; and
WHEREAS, in addition to health care and social services, these Haitian children who come to our community are likely to need educational services and housing; and
WHEREAS, it would best serve the needs of the residents of the County and the Haitian children who are anticipated to migrate to the County to have a central location where the children can receive the services that they need, including educational and housing services; and
WHEREAS, the Miami-Dade County Public School Board (“School Board”) currently owns a facility located at 160 NW 13th Street, Homestead, Florida 33030 commonly referred to as the old Homestead Hospital (the “Old Homestead Hospital”) which is vacant and due to its size and proximity to the Homestead air base can be converted into a temporary residential educational facility for Haitian children coming into our community;
WHEREAS, this Board wishes to urge the School Board to utilize, if feasible, the Old Homestead Hospital for the Haitian children and to make the facility available to the County, if necessary, for related social services to such children; and
WHEREAS, this Board wishes to direct the County Mayor or the Mayor’s designee to conduct an analysis which explores the potential for the County to play a role or partner with the School Board to facilitate the use of the Old Homestead Hospital as a residential educational facility,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. The School Board is urged to (a) convert the Old Homestead Hospital into a temporary residential educational facility to house and educate Haitian children who migrate into Miami-Dade County as result of the recent earthquake and (b) make such facility available, if necessary, to the County so that the County may utilize, if feasible, the facility to provide other necessary social services to the migrant children.
Section 2. This Board hereby directs the County Mayor or the Mayor’s designee to prepare an analysis to determine whether it is feasible for the County to partner with the School Board to facilitate the conversion of the Old Homestead Hospital into a residential educational facility. The report detailing such alternatives shall be presented to the Board at the next scheduled meeting of the Board.
