TITLE RESOLUTION URGING THE JAY MALINA INTERNATIONAL TRADE CONSORTIUM TO RE-ACTIVATE THE SISTER CITIES� RELATIONSHIP WITH THE CITY OF PETIT GOAVE IN HAITI BODY WHEREAS, on December 5, 1995, the Board of County Commissioners of Miami-Dade County adopted Resolution Number R-1681-95 establishing a Sister Cities� relationship with the port city of Petit Goave in Haiti; and WHEREAS, after several years, because of resource constraints, the Jay Malina International Trade Consortium (�ITC Board�) placed its Sister Cities relationship with Petit Goave in emeritus status; and WHEREAS, on January 12, 2010, an earthquake registering 7.0 on the Richter scale (�the Earthquake�) hit near Port-au-Prince, Haiti causing thousands of deaths and affecting an estimated 3 million people with massive destruction to buildings, including homes, hospitals, schools, the airport, government buildings and prisons; and WHEREAS, many residents of Miami-Dade County have family members, friends and business relationships in Haiti such that the social, cultural and economic life of Miami-Dade County is inextricably intertwined with events in Haiti; and WHEREAS, since the Earthquake, Miami-Dade County and governments, non-profits organizations and individuals from all over the world have provided much needed help to the Haitian people including the ITC Board which donated $1000 to Haitian relief at the Board of County Commissioners� special meeting on January 14, 2010; and WHEREAS, Petit Goave is a port city west of Port-au-Prince that was only a few miles from the epicenter of the Earthquake that was devastated; and WHEREAS, given that Petit Goave has an established Sister Cities� relationship with Miami-Dade County and that Petit Goave is facing a crisis situation, it is a humanitarian imperative to assist Petit Goave now and in its future reconstruction; and WHEREAS, the Sister Cities Committee of the ITC Board recognized the urgency of the situation in Petit Goave and has already recommended to the ITC Board to allocate $1000 from the Sister Cities� Trust Account to provide emergency assistance to Petit Goave; and WHEREAS, the process of rebuilding Petit Goave will take months and years of sustained effort and cooperation to accomplish; and WHEREAS, the long-term commitment needed to assist Petit Goave is exactly the type of commitment that can be effectively managed through the Sister Cities program; and WHEREAS, the ITC Board is charged by the Code of Miami-Dade County Section 2-1505(r) with administering the Sister Cities program; and WHEREAS, the recent events and circumstances after the Earthquake provide a compelling reason to consider re-activating the Sister Cities relationship with Petit Goave, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the ITC Board is hereby urged to consider re-activating Miami-Dade County�s Sister Cities� relationship with Petit Goave in Haiti. |
