REPORT: Assistant County Attorney Bruce Libhaber read the foregoing proposed resolution into the record. Chairwoman Jordan relinquished the Chair to Vice Chairman Gimenez. Commissioner Seijas asked if having the Commission Auditor review and sign the County’s Economic Stimulus Plan prior to it being presented on an agenda for ratification by the Board of County Commissioners (BCC) would delay the process. Assistant County Attorney Daniel Frastai noted, as written, this resolution required the plan be provided to the Commission Auditor prior to it being ratified by the Board. He noted he did not believe the Auditor needed to take any action on the item, but only receive it prior to the Board taking action on it. Commissioner Seijas noted she was not opposed to the Commission Auditor receiving the plan, but suggested a friendly amendment to add language that allowed the Auditor and the Commission to receive it simultaneously. Commissioner Jordan noted her intent in having the Commission Auditor receive it first was to ensure the numbers were vetted and the information was accurate. Commissioner Seijas noted she just wanted the Commissioners to be able to read it and be informed of the Auditor’s opinion prior to ratifying it. Assistant County Attorney Frastai noted the resolution could be amended to accomplish Commissioner Seijas’ wishes, and provided language to that affect. Commissioner Jordan accepted the friendly amendment suggested by Commissioner Seijas. Commissioner Edmonson asked to be added as a co-sponsor to this item. Hearing no objections, the foregoing proposed resolution was forwarded to the County Commission with a favorable recommendation with Committee amendment(s) to change the language in the last sentence of the ‘Now, therefore be it resolved paragraph on handwritten page 3, to read as follows: “The Mayor is further directed to present this information to the Commission Auditor and to the Board of County Commissioner prior to ratification by the Board of County Commissioners.”

TITLE
RESOLUTION ESTABLISHING ADDITIONAL REQUIREMENTS FOR RATIFICATION OF ECONOMIC STIMULUS PLAN (ESP) PROJECTS

BODY
WHEREAS, on July 17, 2008, this Board adopted Ordinance No. 08-92 creating the County�s Economic Stimulus Plan; and
WHEREAS, through this program the County expedites the procurement and award of specific capital improvement projects identified by resolution of the Board of County Commissioners by delegating certain authorities to the Mayor with respect to the specific projects; and
WHEREAS, all awards made pursuant to the program are subject to ratification by the Board of County Commissioners,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Mayor is hereby directed to include in all award items presented to the Board of County Commissioners for ratification under the County�s Economic Stimulus Plan the names of all firms awarded contracts, details describing the solicitation processes used to select such firms, and an estimate of the number of jobs generated per project by such awards. The Mayor is further directed to present this information to the Commissioner Auditor >>and to the Board of County Commissioners<<1 prior to ratification by the Board of County Commissioners.
