TITLE RESOLUTION RETROACTIVELY AUTHORIZING THE MAYOR OR THE MAYOR�S DESIGNEE TO APPLY FOR, RECEIVE, AND EXPEND UP TO $600,000 FROM MISSION ORANGE GRANT AWARDED BY THE AMERICAN SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS (ASPCA); AND AUTHORIZING THE MAYOR OR THE MAYOR�S DESIGNEE TO EXECUTE ALL NECESSARY AGREEMENTS UPON APPROVAL OF THE APPLICATION BY ASPCA BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference; and WHEREAS, the American Society for the Prevention of Cruelty to Animals (ASPCA) has a program known as Mission Orange, which awards grants of up to $600,000 to be distributed among at least 3 agencies or organizations to address animal overpopulation and reduce animal euthanasia; and WHEREAS, this Board desires to retroactively authorize the Mayor or the Mayor�s designee to apply for, receive, and expend funds from the Mission Orange grant together with the Humane Society of Greater Miami and the Cat Network, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA: Section 1. The Mayor or the Mayor�s designee are retroactively authorized to apply, together with the Humane Society of Greater Miami and the Cat Network, for the ASPCA�s Mission Orange grant, which awards up to $600,000 to be distributed among at least 3 agencies or organizations to address animal overpopulation and reduce animal euthanasia. Section 2. The Mayor or the Mayor�s designee are authorized to receive and expend these funds, for the purposes set forth in this resolution. Section 3. The Mayor or the Mayor�s designee are authorized to prepare and execute the necessary documents to apply for, receive, and expend funds from the Mission Orange grant, subject to the County Attorney�s approval. Burgess County Manager Subject:ASPCA Mission Orange Grant ..Recommendation It is recommended that the Board of County Commissioners (Board) allow the Animal Services Department (ASD) to apply for, receive and expend $600,000 in grant funding from the American Society for the Prevention of Cruelty to Animals (ASPCA). If awarded, the ASPCA would develop community programs in a collaborative effort with the ASD, The Cat Network and the Humane Society of Greater Miami to impact the overpopulation crisis. Scope This grant will affect the Animal Services Department, The Cat Network and the Humane Society of Greater Miami and benefit all residents of Miami-Dade County. Fiscal Impact/Funding Source The Mission Orange grant is a $600,000, three-year community grant that if awarded would benefit the ASD, The Cat Network and the Humane Society of Greater Miami. The notification to grantees has not yet been made so it is not known how the money would be divided between the three agencies and what community wide programs would be developed. Track Record/Monitor A Mission Orange grant has never been awarded to Miami-Dade County. If awarded, the ASD, under the direction of Dr. Sara Pizano, would be the lead agency that will monitor the grant activities. BODY In fiscal year 2008-09, over 37,000 animals were abandoned at the ASD. After tireless adoption, reunification and rescue efforts, more than 20,000 of those pets were ultimately euthanized. The only solution to this overpopulation crisis is the availability of donor subsidized spay/neuter programs. The ASD is searching for all revenue sources that can fund such programs and reduce the number of pets euthanized each year. In an effort to create more humane communities and get to zero euthanasia, the ASPCA has created a grant program called Mission Orange, that requires community involvement from at least three agencies. If awarded, the ASPCA would send a team of consultants to Miami-Dade County to assess gaps in shelter services in our community and make recommendations regarding how the funding can make the greatest impact on the overpopulation crisis. ___________________________ |
