TITLE
RESOLUTION DIRECTING THE MAYOR OR MAYOR’S DESIGNEE TO PROVIDE A REPORT TO THE BOARD OF COUNTY COMMISSIONERS WITHIN THIRTY (30) DAYS LISTING ALL PROGRAMS TRANSFERRED TO THE PUBLIC HEALTH TRUST AND THE COST OF THESE PROGRAMS TO THE PUBLIC HEALTH TRUST

BODY
WHEREAS, in 1973, the Board of County Commissioners created the Public Health Trust as an agency and instrumentality of Miami-Dade County for the operation, maintenance and governance of Jackson Memorial Hospital and other facilities determined by the Commission to be designated facilities of the Public Health Trust; and
WHEREAS, until 1992, the PHT was funded with operating revenues and payments by the County to cover the cost of indigent medical care; and
WHEREAS, in 1991, the legislature created the County Public Hospital Sales Surtax which allowed for the collection of a one-half percent sales tax on sales of up to $5,000 for the operating, maintenance, and administration of the county public general hospital; and
WHEREAS, the voters of Miami-Dade County approved the levy of the Sales Surtax, and collections began in January, 1992; and
WHEREAS, as part of the enacting legislation, the County was required to continue a maintenance of effort payment (MOE) to the PHT, thus, the appropriation to the PHT by the County is no longer linked to the annual cost of indigent medical care; and
WHEREAS, in the years since the approval of the Sales Surtax, the PHT has become responsible for the funding of certain health care related programs formerly funded by the County with other funds such as, but not limited to, the operation of the County’s two nursing homes, the primary care centers, the drug detoxification program, and a portion of the operating cost of one of the Air Rescue helicopters; and
WHEREAS, in the summer of 1998, the PHT was made responsible for a portion of the state-mandated Medicaid payment by the County to the state; and
WHEREAS, in the FY 2000 budget, the County eliminated the general fund payment to the PHT for the Inmate Medical Care Program; and
WHEREAS, the Commission needs to have a better and more complete understanding of all programs transferred to the PHT,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby directs the Mayor or Mayor’s designee to provide a report to the Board of County Commissioners, through the Health, Public Safety and Intergovernmental Committee, within thirty (30) days from the effective date of this Resolution. The report shall list, but not be limited to, the following programs: nursing homes, primary care centers, drug detoxification, Air Rescue helicopter, state-mandated Medicaid obligations, Inmate Medicare and all other programs transferred to the Public Health Trust and the cost of these transferred programs to the Public Health Trust.
