TITLE
RESOLUTION DIRECTING THE MAYOR TO PLACE THE PUBLIC HEALTH TRUST ON MANAGEMENT WATCH AND TO CONDITION ANY ADVANCE OF COUNTY MONIES TO THE TRUST UPON THE TRUSTíS AGREEMENT TO COMPLY WITH THE TERMS AND CONDITIONS OF SAID MANAGEMENT WATCH; AND REQUIRING THE MAYOR TO PERIODICALLY REPORT TO THE COUNTY COMMISSION ON THE TRUSTíS PROGRESS RESOLVING THE CURRENT FINANCIAL CRISIS

BODY
WHEREAS, the PHT is currently facing one of the most serious financial crises in its history and has projected a deficit of $229 million this fiscal year; and
WHEREAS, the PHT has advised the County of an immediate cash flow shortfall which could drastically impede the delivery of health care services and likely precipitate a reduction in health care service lines and severe cuts in health care personnel; and
WHEREAS, the PHT has requested an advance of County funds in order to support its vital mission of servicing the medical needs of the residents of Miami-Dade County, including the indigent and uninsured; and
WHEREAS, the current financial condition of the PHT evidences a high risk of public management failure and the need for intervention to ensure that the PHT meets the Countyís health care delivery goals and requirements; and

WHEREAS, this Board needs to have a better and more complete understanding of PHT operations and financing, and must ensure that any advanced funds are utilized appropriately to promote the sustainability of the PHT; and
WHEREAS, the PHT may benefit from increased technical expertise and management support in order to resolve the conditions currently threatening its financial health; and
WHEREAS, more stringent review and oversight of the PHT by the Mayor or his designee would improve the functioning of the PHT and promote necessary planning, assessment and monitoring of the PHTís financial health and ensure essential management to advance the PHTís financial sustainability,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
1. Directs the Mayor to place the PHT on management watch on such terms and conditions as the Mayor deems appropriate, including the authority to assign support personnel and staffing to the PHT as needed;
2. As a matter of policy, directs that the Mayor shall condition any advance of County funds to the PHT upon the PHTís agreement to comply with the terms and conditions of said management watch; and
3. Directs the Mayor to periodically report to this Board on the PHTís compliance with the terms and conditions of said management watch and the PHTís progress towards resolving the current financial crisis.
