TITLE
RESOLUTION DIRECTING THE MAYOR OR MAYOR�S DESIGNEE TO PETITION THE U.S. DEPARTMENT OF STATE FOR FINANCIAL ASSISTANCE FOR THE DEVELOPMENT OF FIRE SERVICES AND FACILITIES IN THE CITY OF DELMAS, HAITI

BODY

WHEREAS, on January 12, 2010 Haiti suffered a devastating earthquake which destroyed much of the capital city of Port-au-Prince and its surroundings; and
WHEREAS, Miami-Dade County, and its residents, immediately provided generous emergency assistance to our neighbors in their time of need; and
WHEREAS, among the first responders, the Miami-Dade County Fire Rescue Department, through its Urban Search and Rescue Team provided emergency rescue services that resulted in the life-saving rescue of many people in the earthquake affected area: and
WHEREAS, the magnitude of the catastrophe calls for a continuing response and training of its fire-rescue personnel; and
WHEREAS, the City of Delmas, Haiti, with a population of over 600,000 which is located within the metropolitan area of Port-au-Prince has requested assistance in the reestablishment of permanent fire services and a facility so that it can adequately respond to future emergencies; and
WHEREAS, the Board of County Commissioners of Miami-Dade County previously approved a donation of surplus county fire rescue equipment as part of its Haiti relief efforts; and
WHEREAS, the Miami-Dade Fire Rescue Department is uniquely qualified with experienced personnel and a new state-of-the-art fire rescue training facility to provide assistance in the training and development of fire rescue facilities and services to Haiti; and
WHEREAS, the U.S. Department of State, through its Office of International Visitor Leadership Program, has expressed a preliminary interest in participating together with Miami-Dade County in a program which could provide funding to the Miami-Dade Fire Rescue Department to assist in the training and the reestablishment of permanent fire services and facilities in Delmas,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Mayor or the Mayor�s designee is hereby authorized and directed to communicate with the United States Department of State for the purpose of participating in a program which would provide funding for reestablishing permanent fire services and facilities in the City of Delmas, Haiti, and to execute any application or document or take any other act necessary or appropriate to accomplish the intent of this resolution, with the express proviso that any action which binds the County to the expenditure of funds or in-kind donation or services not otherwise authorized shall require the express approval of this Board.
