REPORT: It was moved by Commissioner Gimenez that the foregoing proposed ordinance be adopted as amended to direct the County Mayor or designee to prepare a report within sixty (60) days identifying requirements, permits, and fees necessary to begin operating a business in Miami-Dade County. This motion was seconded by Commissioner Martinez, and upon being put to a vote, passed by a vote of 13-0. The foregoing resolution has been assigned R-1201-10.

TITLE
RESOLUTION DIRECTING COUNTY MAYOR OR DESIGNEE TO PREPARE A REPORT WITHIN THIRTY (30) DAYS IDENTIFYING REQUIREMENTS, PERMITS, AND FEES NECESSARY TO BEGIN OPERATING A BUSINESS IN MIAMI-DADE COUNTY, AND RECOMMENDATIONS OF REDUNDANT REQUIREMENTS, PERMITS AND FEES TO ELIMINATE

BODY

WHEREAS, small businesses in the United States (i) represent 99.7 percent of all employer firms, (ii) employ 50 percent of all private sector employees, (iii) pay 44 percent of total private payroll, and (iv) generated 65 percent of net new jobs over the past 17 years; and
WHEREAS, and estimated 552,600 new employer firms opened for business in 2009; and
WHEREAS, the smallest firms with fewer than twenty (20) employees spend 36 percent more per employee than larger firms to comply with federal regulations; and
WHEREAS, given the high unemployment rate in Miami-Dade County (the “County”), there exists an even greater importance to help and not hinder business creation in general, and small business start-ups in specific,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Mayor or his designee is directed to prepare a report which indentifies (i) the federal, state, and County requirements, (ii) permits required (i.e., Building, WASD, DERM), and (iii) fees to be paid, to commence operating a business in Miami-Dade County. The report should a) be categorized by type and size of business, b) include those requirements and permits which are redundant and are recommended to be eliminated, and c) prepared and presented to this Board of County Commissioners within thirty (30) days of the date of this resolution.
