TITLE JOINT RESOLUTION BETWEEN THE MIAMI-DADE COUNTY BOARD OF COUNTY COMMISSIONERS AND THE PUBLIC HEALTH TRUST OF MIAMI-DADE COUNTY TO ESTABLISH AND CARRY OUT A MANAGEMENT REVIEW PROCESS FOR COUNTY OVERSIGHT OF THE PUBLIC HEALTH TRUST�S FINANCIAL CONDITION, TO PROVIDE EVIDENCE OF THE FINANCIAL COMMITMENT BY THE COUNTY TO THE TRUST, TO DOCUMENT OTHER COMMUNITY SUPPORT FOR THE TRUST, AND TO DOCUMENT A COMPREHENSIVE PLAN FOR CONTAINING COSTS AND REDUCING EXPENDITURES INCLUDING, BUT NOT LIMITED TO, THE USE OF ELECTRONIC NEGOTIATION AND REVERSE AUCTIONING TECHNOLOGY TO SECURE THE BEST PRICES FOR SPECIFIED ITEMS BODY WHEREAS, the Public Health Trust (the �Trust�) is an agency and instrumentality of Miami-Dade County that operates Jackson Health System, including Jackson Memorial Hospital and multiple other designated facilities providing health care services to all segments of the Miami-Dade County community; and WHEREAS, during the 2010 legislative session, the Florida Legislature passed the General Appropriations Act, Conference Report on HB 5001, which appropriated $50 million to Jackson Memorial Hospital contingent upon necessary federal Medicaid funds being approved by the U.S. Congress and certain acts by the Miami-Dade County Board of County Commissioners (�County Commission�) and the Trust; and WHEREAS, the required acts include the submission of a joint resolution between the County Commission and the Trust committing the County Commission and the Trust to: (1) establish and carry out a management review process for county oversight of the Trust�s financial condition; (2) provide evidence of the financial commitment by the County; (3) document other community support; and (4) document a comprehensive plan for containing costs and reducing expenditures (�Required Acts�); and WHEREAS, the documented comprehensive plan for containing Trust costs and reducing expenditures shall include, but not be limited to, plans for the use of electronic negotiation and reverse auction technology to secure the best prices for durable medical equipment, supplies, drugs and other Trust acquisitions; and WHEREAS, the County Commission and the Trust find that the Required Acts are in the best interest of Miami-Dade County, the Trust and the population they serve; and WHEREAS, the County Commission and the Trust direct the Trust President and County Mayor, or their respective designees, to establish, document and carry out the necessary oversight, funding, community support, and cost containment and expenditure reduction planning, NOW, THEREFORE, BE IT RESOLVED BY THE MIAMI-DADE COUNTY BOARD OF COUNTY COMMISSIONERS AND THE BOARD OF TRUSTEES OF THE PUBLIC HEALTH TRUST OF MIAMI-DADE COUNTY, FLORIDA, that: Section 1. The County Commission and the Trust agree: that they have established and are carrying out a management review process for County oversight of the Trust�s financial condition; to provide evidence of a financial commitment by the County; to document other community support for the Trust; and to document a comprehensive plan for containing costs and reducing expenditures including, but not limited to, the use of electronic negotiation and reverse auction technology to secure the best prices for durable medical equipment, supplies, drugs and other acquisitions. Section 2. The County Commission directs the Mayor or designee to take such actions as are necessary to carry out the directives set forth in this joint resolution. Section 3. The Trust directs the President or designee to take such actions as are necessary to carry out the directives set forth in this joint resolution. |
