TITLE
RESOLUTION DIRECTING THE MAYOR OR MAYORíS DESIGNEE TO PREPARE A REPORT REGARDING THE USE OF MIAMI-DADE COUNTY WEB AND MEDIA RESOURCES TO CONNECT PEOPLE SEEKING EMPLOYMENT WITH PUBLIC AND PRIVATE EMPLOYERS SEEKING EMPLOYEES AS WELL AS THE ESTABLISHMENT OF RESUME RESOURCE CENTERS IN REGIONAL LIBRARIES TO ASSIST THE PUBLIC IN THE PREPARATION, SCANNING, AND COPYING OF RESUMES

BODY
WHEREAS, even as the United States is slowly recovering from one of the most severe recessions in the nationís history, many individuals and families in our community are still in crisis because of unemployment; and
WHEREAS, unemployment in Miami-Dade County remains at dangerous and critical levels, with unemployment in Florida hovering at 11.9% and unemployment in Miami-Dade County hovering at almost 13% as of October, 2010; and
WHEREAS, Miami-Dade County has web-based and media resources that can be utilized to connect individuals seeking employment with public and private employers that have job openings,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Mayor or Mayorís designee is directed to prepare a report providing policy options for the review and consideration of the Board of County Commissioners regarding the use of County web-based and media resources to connect individuals seeking employment with public and private employers that have job openings. Such report will examine the best methodology and implementation schedule for the following:
1. Using Miami-Dade County webpages, Miami-Dade County TV, the periodical program and other programs to further this task;
2. Partnering with the South Florida Workforce Investment Board to use County resources to market its services to both employees and employers;
3. Marketing and providing access and links to existing job banks, for both public and private employment opportunities, including but not limited to EmployFlorida; Monster.com; and CareerBuilder;
4. Building public/private partnerships to allow governments and the private sector to use County resources to advertise job openings, provided, however, such partnerships do not simply duplicate the work of the South Florida Workforce Investment Board and EmployFlorida;
5. Establishing Resume Resource Centers at Regional Libraries to assist the public in the preparation, scanning, and copying of resumes;
6. Such other programs as the Mayor or Mayorís designee believe will help address this problem.
