TITLE
RESOLUTION URGING MIAMI-DADE COUNTY�S CONGRESSIONAL DELEGATION, FLORIDA GOVERNOR RICK SCOTT, AND THE FLORIDA LEGISLATURE TO COLLABORATE WITH MIAMI-DADE COUNTY TO CREATE A FUNDING MECHANISM TO SUBSIDIZE THE FEES AND COSTS ASSOCIATED WITH OPENING A NEW BUSINESS IN MIAMI-DADE COUNTY AND OTHER SIMILAR LOCAL GOVERNMENTS

WHEREAS, it is reported that Florida�s unemployment rate for November 2010 was approximately 12 percent; and
WHEREAS, it is also reported that Miami-Dade County�s unemployment rate was at an average of 13 percent for November 2010; and
WHEREAS, it will likely take Florida�s labor market years to recover from the current recession; and
WHEREAS, Florida continues to have one of the highest rates of foreclosure nationwide with approximately one in every 148 households receiving a foreclosure notice; and
WHEREAS, Florida�s population ranks 4th in the United States behind California, Texas and New York, and its economic strengths include, but are not limited to, international trade, tourism, agriculture and the space industry; and
WHEREAS, government can influence the economy by, among other things, providing tax incentives and fostering a favorable business environment; and
WHEREAS, a collaborative relationship among Miami-Dade County, the state and federal government could be of great benefit to the residents of Miami-Dade County by way of stimulating the local economy and creating much needed jobs; and
WHEREAS, in particular, the state and federal government should work with Miami-Dade County to develop a funding mechanism to assist entrepreneurs with the cost of opening a new business in the County,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges Miami-Dade County�s Congressional Delegation, Florida Governor Rick Scott, and the Florida Legislature to collaborate with Miami-Dade County to stimulate Miami-Dade County�s economy by developing a funding mechanism to subsidize the fees and costs associated with opening a new business in Miami-Dade County and other similarly situated local governments.
Section 2. Directs the County�s Clerk of the Board to transmit certified copies of this resolution to the Members of the Miami-Dade Congressional Delegation, Governor Rick Scott and the Chair and Members of the Miami-Dade State Legislative Delegation.
Section 3. Directs the County�s federal and state lobbyists to advocate against passage of the legislation identified in Section 1 above, and directs the Office of Intergovernmental Affairs to include this item in the 2011 and 2012 federal and state legislative packages.
