REPORT:	Assistant County Attorney Cynthia Johnson-Stacks read the foregoing proposed resolution into the record. County Manager Special Assistant Howard Piper read into the record an amendment to the foregoing resolution proposed by staff. Chairwoman Sosa spoke in support of this resolution and recommended as part of the request for information, the issue regarding how to create a tracking system to ensure the employment data was reported truthfully and accurately. There being no further comments, the Board proceeded to vote on the foregoing resolution as amended. The Committee forwarded the foregoing proposed resolution to the BCC with a favorable recommendation with Committee amendment(s) to increase the timeline reflected in the title and on handwritten page 4, line 4, from 45 days to 60 days.

TITLE
RESOLUTION PERTAINING TO COMMUNITY WORKFORCE PROGRAM; DIRECTING COUNTY MAYOR OR DESIGNEE TO PREPARE A REPORT WITHIN SIXTY (60) DAYS ON EFFORTS APPLICABLE TO CAPITAL CONSTRUCTION PROJECTS IN DESIGNATED TARGET AREAS

BODY
WHEREAS, Miami-Dade County (the �County�) Ordinance No. 03-1 established the Community Workforce Program (�CWP�), applicable to capital construction projects located in designated target areas (�DTAs�); and
WHEREAS, the objective of the ordinance was to increase employment opportunities for residents of traditionally underserved and underdeveloped neighborhoods designated as Empowerment and Enterprise Zones, Targeted Urban Areas, and Community Development Block Grant Eligible Block Groups and Focus Areas; and
WHEREAS, the need still exists to improve the economic condition of all communities traditionally underserved, and provide jobs in such areas where unemployment figures exceed the national average,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Mayor or Mayor�s designee is directed to prepare a report on the County�s efforts in the CWP for capital construction projects located in DTAs since ordinance enactment, which identifies the: (i) number of jobs actually created and filled, either directly or indirectly, due to CWP or another County job creation program(s); (ii) location of job positions/sites, identified by commission district; (iii) hourly rate paid/annual income for each job; (iv) how long the position was held; (v) number of jobs filled by residents in DTAs; [[and ]] 1 (vi) total number of people employed to work at the job site>>; and (vii) a mechanism to create a tracking system to confirm how long employees held the job<<. The report should be prepared and presented to this Board of County Commissioners within [[forty-five (45)]]>>sixty (60)<< days of the date of this resolution.
