REPORT: | Assistant County Attorney Valda Clark Christian read the foregoing proposed resolution into the record. Commissioner Heyman commented on the antiquated recording equipment currently being used by the Public Health Trust for their monthly meetings and noted her commitment to working with the county’s Information Technology Department to provide the PHT with updated equipment, paid for with her office funds. There being no further questions or comments, the Committee proceeded to vote. | ||||||

TITLE RESOLUTION DIRECTING THE PUBLIC HEALTH TRUST TO PREPARE, SUBMIT AND PRESENT REPORTS REGARDING FINANCIAL SUSTAINABILITY AND COST SAVINGS INITIATIVES BODY WHEREAS, the Public Health Trust (�Trust�) is an agency and instrumentality of Miami-Dade County that operates Jackson Health System, including Jackson Memorial Hospital and multiple other designated facilities providing health care services to the people of Miami-Dade County; and WHEREAS, Chapter 25A of the Code of Miami-Dade County (the �Code�) provides in Section 25A-7 thereof that the beneficiaries of the Trust shall be the people of Miami-Dade County who, with regard to the Trust, shall be represented only by the Board of County Commissioner; and WHEREAS, this Board is concerned by recent reports that the Trust will face a serious depletion of cash during the last quarter of fiscal year 2011, which will result in detriment to the health, safety and welfare of the people of Miami-Dade County who are the beneficiaries of the Trust; and WHEREAS, this Board desires to better monitor the fiscal condition of the Trust as it relates to the Trust�s budget, finances, cash position and the management of those issues, including the degree of progress in meeting projections for financial sustainability initiatives and cost savings intended to improve the Trust�s cash position, revenue sources and operating efficiencies; and WHEREAS, this Board also seeks to more closely monitor the impact that all of the foregoing financial sustainability and cost savings have on current and in future Trust budgets; and WHEREAS, Section 25A-4(j) of the Code provides that the Trust shall comply with directives of the Board of County Commissioners set forth in resolutions of this Board, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the Public Health Trust to prepare, submit and present a monthly written report (�Report(s)�) of the status of its financial sustainability initiatives, cost savings and their impact on the budget of the Public Health Trust. The Report shall include appropriate categories and metrics for monitoring such initiatives and cost savings including, without limitation, those related to the measurement of the success of cost saving initiatives associated with the Public Health Trust contracts with MedAssets and PriceWaterhouse and such other matters as requested by the Chairman of the Public Safety and Healthcare Administration Committee (the �Committee�). The Public Health Trust shall present its Report in chambers as a part of the agenda for the Committee. The obligation of the Public Health Trust to prepare, submit and present Reports hereunder shall commence with the first Committee meeting following the effective date of this resolution; and such obligation shall continue until such time as the Chairperson of the Committee determines, in the Chairperson�s discretion, that preparation, submission and presentation of the Reports are no longer necessary. |
