REPORT: Commissioner Jordan suggested this proposed resolution be amended to include a revenue source in the comprehensive plan for the clinical education program and clinical practice. Hearing no other questions or comments, the Commission proceeded to vote on this proposed resolution as amended. It was moved by Commissioner Edmonson that the foregoing proposed resolution be adopted as amended include a revenue source in the comprehensive plan for the clinical education program and clinical practice. This motion was seconded by Chairman Martinez, and upon being put to a vote, passed by a vote of 11-0. The amended version was assigned Resolution No. R-370-11.

TITLE
RESOLUTION REQUIRING THE PUBLIC HEALTH TRUST TO DEVELOP A PLAN TO ESTABLISH A COMPREHENSIVE CLINICAL EDUCATION PROGRAM AND CLINICAL PRACTICE IN PARTNERSHIP WITH THE FLORIDA INTERNATIONAL UNIVERSITY HERBERT WERTHEIM COLLEGE OF MEDICINE AND TO SUBMIT SAID PLAN TO THE COMMISSION NO LATER THAN NINETY (90) DAYS FOLLOWING THE EFFECTIVE DATE OF THIS RESOLUTION

BODY
WHEREAS, The Florida International University (FIU) established the first and only public medical school in Miami-Dade County in 2006; and
WHEREAS, the mission of the FIU Herbert Wertheim College of Medicine (COM)
is “to lead the next generation of medical education and continually improve the quality of healthcare available to the South Florida community”; and
WHEREAS, the COM will accomplish its mission by: training physicians to serve South Florida’s diverse population through a patient-centered curriculum instilling cultural competence, providing Florida students greater access to medical education, and fostering research to discover and advance medically relevant knowledge; and
WHEREAS, the mission of the Public Health Trust (PHT) is to build the health of the community by providing a single, high standard of quality care for the resident of Miami-Dade County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the PHT is hereby directed to:
Section 1. Develop a plan to establish a comprehensive clinical education program and clinical practice at all PHT facilities in partnership with the COM (the “Plan”).
Section 2. The Plan shall include the following:
a. COM faculty members will provide clinical services to PHT patients at Jackson Memorial Hospital and such other PHT facilities as are agreed upon by FIU and the PHT.
b. COM faculty members shall be entitled to apply for and be granted medical staff privileges at all PHT facilities.
c. COM students will be provided the opportunity to participate in the full range of clinical experiences at Jackson Memorial Hospital and other PHT facilities.
d. Research collaboration.
Section 3. The PHT shall develop the Plan in collaboration with FIU and will present a Plan approved by FIU to this Board no later than 90 days from the date this resolution is effective.
