REPORT: | First Assistant County Attorney Abigail Price Williams read the foregoing proposed resolution into the record. Chairman Martinez opened the public hearing on the foregoing proposed resolution. He closed the public hearing after no one appeared wishing to speak. Commissioner Souto asked the County Manager to work with the graphic artist doing the signage for “Nubia Way” and to develop a related poster with the child abuse hotline telephone number that could be used in County libraries and parks. Commissioners Edmonson, Moss, and Diaz asked that they be listed as co-sponsors. Chairman Martinez asked the County Manager to ensure the Nubia poster for the libraries and parks came before the County Commission for consideration. He questioned whether the County Commission really wanted to commemorate the street where Nubia suffered. Commissioner Diaz asked the County Manager to provide him with a report regarding the appearance and size of the Nubia signage and poster and to work with him to create similar signs and/or posters for police officers. Commissioner Heyman noted the purpose for street naming was to help the next generation learn from and remember these people. Hearing no other questions or comments, the Commission proceeded to vote. | ||||||

TITLE RESOLUTION CODESIGNATING SW 47TH TERRACE FROM SW 107TH AVENUE TO SW 117TH AVENUE AS �NUBIA WAY�; DIRECTING THE MAYOR OR DESIGNEE TO INSTALL APPROPRIATE SIGNAGE THAT INCLUDES A BRIEF DESCRIPTION OF NUBIA�S STORY, PROVIDES THE CHILD ABUSE HOTLINE TELEPHONE NUMBER AND URGES ANYONE SUSPECTING CHILD ABUSE TO CALL THE HOTLINE TO AVOID ANOTHER TRAGEDY BODY WHEREAS, Nubia Barahona was born along with her twin brother Victor at Jackson Memorial Hospital to a homeless drug addicted mother and a father that was later accused of assaulting another child; and WHEREAS, in the year 2004, Nubia and Victor were placed in foster care with Jorge and Carmen Barahona; and WHEREAS, despite signs of abuse and mistreatment, claims from the Guardian Ad Litem that there were problems at home, a nurse noting that Nubia had medical needs, and school officials reporting that Nubia went to school dirty, hungry and crying sometimes that she was scared to go home, the adoption by the Barahonas of Nubia and Victor was finalized in 2008; and WHEREAS, days before Nubia�s body was found in the back of her adopted father�s truck, a call was made to the Department of Children and Families (DCF) reporting that Nubia and Victor were being held inside a bathtub with their hands and feet bound, but this call fell through the cracks at DCF; and WHEREAS, this Board would like to honor Nubia with this codesignation; and WHEREAS, SW 47th Terrace from SW 107th Avenue to SW 117th Avenue is a County road located in unincorporated Miami-Dade County; and WHEREAS, this proposed codesignation is located in County Commission District 10; and WHEREAS, this Board urges residents of Miami-Dade County to report any suspicion of abuse immediately to the DCF abuse hotline at 1-800-962-2873, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board: Section 1. Having considered this matter at a public hearing, codesignates SW 47th Terrace from SW 107th Avenue to SW 117th Avenue as �Nubia Way.� Section 2. Directs the Mayor or designee to install appropriate signage westbound on SW 47th Terrace at SW 107th Avenue, and eastbound on SW 47th Terrace at SW 117th Avenue that includes a brief description of Nubia�s story, provides the telephone number for the DCF child abuse hotline and urges anyone suspecting child abuse to please call the hotline to avoid another tragedy like this one. Section 3. Directs the Clerk of the Board to transmit a certified copy of this resolution to the United States Postal Service, the Traffic Signals and Signs Division of the Public Works Department, the Land Development Division of the Public Works Department, the Miami-Dade Police Department, and the Miami-Dade Fire Rescue Department. |
