TITLE RESOLUTION AUTHORIZING THE DISBURSEMENT OF $150,000 FROM THE BISCAYNE BAY ENVIRONMENTAL ENHANCEMENT TRUST FUND TO CONDUCT PHASE 1 MANGROVE WETLANDS RESTORATION AT MATHESON HAMMOCK PARK THROUGH THE MIAMI-DADE COUNTY BISCAYNE BAY RESTORATION AND ENHANCEMENT PROGRAM BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board pursuant to Section 24-40 of the Code of Miami-Dade County authorizes the disbursement of funds not to exceed $150,000 from the Biscayne Bay Environmental Enhancement Trust Fund to conduct Phase 1 Mangrove Wetlands Restoration at Matheson Hammock Park through the Miami-Dade County Biscayne Bay Restoration and Enhancement Program. Martinez, Chairman and Members, Board of County Commissioners From: Alina Hudak County Manager Subject: Resolution Authorizing the Disbursement of $150,000 from the Biscayne Bay Environmental Enhancement Trust Fund to Conduct Phase 1 Mangrove Wetlands Restoration at Matheson Hammock Park through the Miami-Dade County Biscayne Bay Restoration and Enhancement Program STAFF RECOMMENDATION Recommendation It is recommended that the Board of County Commissioners authorize the disbursement of $150,000 from the Biscayne Bay Environmental Enhancement Trust Fund (BBEETF) to conduct the initial phase of mangrove wetlands restoration at Matheson Hammock Park through the Miami-Dade County Biscayne Bay Restoration and Enhancement Program. Scope This Biscayne Bay disbursement request will benefit coastal areas of District 7. Fiscal Impact/Funding Source This resolution authorizes the disbursement of funds from the BBEETF for red mangrove restoration at Miami-Dade County�s Matheson Hammock Park. The BBEETF Ordinance, as codified in Section 24-40 of the Code of Miami-Dade County, allows BBEETF funds to be used for the restoration and enhancement of Biscayne Bay and its foreshore. Index Code: TFDE400010, Subobject: 22430, available balance: $615,000. Track Record/Monitor The Director of the Department of Environmental Resources Management (DERM) will monitor the activities performed with the BBEETF funds. MANAGER'S BACKGROUND Background As part of the Biscayne Bay Restoration and Enhancement Program, DERM conducts environmental restoration and enhancement activities throughout Biscayne Bay. These highly successful and popular projects are generally implemented on public lands and are assisted financially through various state and federal programs. This disbursement request will provide funds for the Phase 1 tasks for the restoration of 15 acres of red mangrove wetlands at Matheson Hammock Park. Phase 1 project development tasks include program administration, outside funding requests and agreements, site evaluations, topographic and bathymetric surveys within Matheson Hammock Park, project permitting and construction contract document development. Phase 2 tasks include removing and grading of fill to wetlands elevation, performing site evaluations, removing exotic plant species and supplemental planting of native wetland species. These restoration activities will be conducted by County staff and by outside contractors under a later competitive bidding process. These activities are consistent with the goals and intent of the BBEETF Ordinance as codified in Section 24-40 of the Code of Miami-Dade County. Hudak County Manager From: Carlos Espinosa, PE, Director Environmental Resources Management Subject: Recommendation for Disbursement of $150,000 from the Biscayne Bay Environmental Enhancement Trust Fund to Conduct Phase 1 Mangrove Wetlands Restoration at Matheson Hammock Park through the Miami-Dade County Biscayne Bay Restoration and Enhancement Program Pursuant to Section 24-40 of the Code of Miami-Dade County, I am recommending the disbursement of $150,000 from the Biscayne Bay Environmental Enhancement Trust Fund (BBEETF) to conduct project development tasks for Mangrove Wetlands Restoration at Matheson Hammock Park through the County�s Biscayne Bay Restoration and Enhancement Program. Biscayne Bay coastal wetland environments face many challenges and threats to their present and future health. These coastal wetlands have been impacted by placement of dredged fill and subsequent colonization by exotic and invasive plant species. The importance of coastal wetlands for shoreline stabilization, flood attenuation, water quality maintenance and habitat support has been well documented. This disbursement request will provide funds for Phase 1 project development. Phase 1 project development tasks include program administration, outside funding requests and agreements, site evaluations, topographic and bathymetric surveys of potential restoration areas within Matheson Hammock Park, project permitting, and construction contract document development. Phase 2 project tasks will consist of restoration of wetland conditions (fill removal and grading to wetland elevation), site evaluations, establishing hydrologic connections to Biscayne Bay, removal of exotic plant species and supplemental planting with native wetland species. These restoration activities will be conducted by County staff and by outside contractors under a later competitive bidding process. These activities are consistent with the goals and intent of the BBEETF Ordinance as codified in Section 24-40 of the Code of Miami-Dade County. The $150,000 requested to be disbursed are encumbered BBEETF monies that were deposited into the BBEETF for the purpose of restoration and enhancement of Biscayne Bay and its foreshore. The proposed activities are consistent with the goals and intent of the Biscayne Bay Environmental Enhancement Trust Fund Ordinance as codified in Section 24-40 of the Code of Miami-Dade County.
