TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR OR MAYOR’S DESIGNEE TO PROVIDE TO THE CITIZENS’ INDEPENDENT TRANSPORTATION TRUST (CITT) A COPY OF ALL CORRESPONDENCE BETWEEN MIAMI-DADE COUNTY AND FEDERAL OR STATE AGENCIES RELATING TO ISSUES LIKELY TO HAVE A SUBSTANTIAL FISCAL IMPACT FOR MIAMI-DADE TRANSIT

BODY
WHEREAS, on July 9, 2002, the Board of County Commissioners adopted ordinance 02-116, approving, subject to voters’ approval, the levying of a one half percent surtax for the development and construction of new transit and transportation projects throughout Miami-Dade County; and
WHEREAS, the People’s Transportation Plan, which was attached to and incorporated as Exhibit One into Ordinance 02-116, listed specific transportation and transit projects to be paid in whole or in part with the one half percent surtax funds; and
WHEREAS, on July 9, 2002, the Board of County Commissioners adopted Ordinance 02-117, creating the Citizens’ Independent Transportation Trust (CITT) to “monitor, oversee, review, audit, and investigate implementation of the transportation and transit projects funded in whole or in part with surtax proceeds”; and
WHEREAS, on November 5, 2002, the voters of Miami-Dade County agreed to tax themselves in order to implement the projects outlined in Exhibit One to Ordinance 02-116; and
WHEREAS, the development, construction, operation, and maintenance of the projects in the People’s Transportation Plan are dependent in part upon state and federal funding; and
WHEREAS, the federal government’s recent suspension of federal funds to Miami-Dade Transit may impact capital expansion as well as ongoing operations for the transit system; and
WHEREAS, the CITT’s receipt of copies of correspondence between Miami-Dade County and federal and state agencies will assist the CITT in its oversight capacity,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby directs the County Mayor or Mayor’s designee to provide to the Citizens’ Independent Transportation Trust (CITT) a copy of all correspondence not privileged or exempt from public records law disclosure between Miami-Dade County and federal or state agencies relating to issues likely to have a substantial fiscal impact for Miami-Dade Transit.
