REPORT: | Assistant County Attorney Jess McCarty read the foregoing proposed resolution into the record. Assistant County Attorney Daniel Frastai read proposed Committee amendment(s) to the foregoing proposed resolution into the record. Commissioner Diaz expressed appreciation to Ms. Wendi Norris, Director, General Services Administration and other members of the Administration for their diligent work on this proposal. He noted the need for the County Commission to properly recognize fallen soldiers for their contributions to this country and this community by dedicating a wall in the Stephen P. Clark (SPC) Government Center. Chairwoman Bell asked Ms. Norris to include an option for the plaque to honor fallen soldiers who lost their lives during war in countries other than in Iraq or Afghanistan, when this proposed resolution was forwarded to the County Commission. Commissioner Jordan noted that employees, firefighters, police officers, corrections officers, and transit workers had also been killed in the line of duty and questioned whether this honor should be limited to fallen soldiers. She also noted the importance of identifying a sacred hall for people to gather at anytime and pay homage to their loved ones (fallen soldiers), and she questioned whether the SPC Government Center was appropriate to this type of memorial. Chairwoman Bell noted the SPC Government Center was a public building belonging to the people, and she considered it to be a sacred place. Commissioner Diaz noted he understood Commissioner Jordan’s concern, and he was working to identify a centralized location at the SPC Government Center for this memorial, noting the Ronald Reagan Building in Washington, DC, had a bronze memorial in the building similar to the one proposed. Hearing no further questions or comments, the Committee forwarded the foregoing proposed resolution to the Board of County Commissioners (BCC) with a favorable recommendation and with Committee amendment(s): To insert the following language on handwritten page 3, last sentence: “The names and all relevant information shall be obtained in coordination with the County’s military liaison.” | ||||||

TITLE RESOLUTION DIRECTING THE COUNTY MAYOR OR MAYOR�S DESIGNEE TO DESIGN A PLAQUE TO BE INSTALLED IN THE LOBBY OF THE STEPHEN P. CLARK CENTER TO BE CALLED �WALL OF HEROES� IN HONOR OF THE MEN AND WOMEN OF THE U.S. ARMED FORCES FROM MIAMI-DADE COUNTY WHO DIED IN IRAQ OR AFGHANISTAN WHILE SERVING IN OPERATIONS IRAQI FREEDOM AND ENDURING FREEDOM BODY WHEREAS, as of the date of this resolution, at least 35 men and women from Miami-Dade County have been killed while serving this Nation in the United States Armed Forces in Iraq and Afghanistan in Operations Iraqi Freedom and Enduring Freedom; and WHEREAS, this Board desires to show its gratitude and to pay tribute to these men and women for their sacrifice, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the County Mayor or Mayor�s designee to design a plaque to be installed in the southeastern wall of the interior first floor lobby of the Stephen P. Clark Center to be called �Wall of Heroes� in honor of the men and women of the U.S. Armed Forces from Miami-Dade County who died in Iraq or Afghanistan while serving in Operations Iraqi Freedom and Enduring Freedom. The plaque shall have a dedication and shall include a list all of the names of these men and women with details about each person such as rank, branch of service, and operation in which they served. >> The names and all relevant information shall be obtained in coordination with the County�s military liaison.<<1 The Mayor or Mayor�s designee is further directed to submit to this Board for its approval a design for this plaque within sixty (60) days of the effective date of this resolution and to provide bi-monthly updates to this Board thereafter until the plaque is installed. 1 Committee amendments are indicated as follows: words stricken through and/or [[double bracketed]] shall be deleted, words underscored and/or >>double arrowed<< constitute the amendment proposed. |
