REPORT: | Chairman Martinez noted he did not support this proposed resolution if it would increase the debt millage, unless an offsetting project was identified to be delayed. Ms. Jennifer Glazer-Moon, Budget Director, Office of Management and Budget, noted Mayor Gimenez’ memorandum was rescinded. Commissioner Bell requested that Mayor Gimenez comment on his memorandum proposing changes to the debt millage rate and to clarify the removal of requirements from this proposed resolution. Mr. George Navarrete, Office of Capital Improvements, noted this proposed resolution removed two pre-conditions from executing the grant; that it was not a funding item; that it did not accelerate or change funding; and that it did not affect the millage rate. He noted the provisions being removed were: the requirement identifying additional funding sources and obtaining written commitments; and the requirement that the stakeholder warrant it had all necessary funding. Mr. Navarrete explained that two other allocations from the Historic Preservation Fund did not contain these two provisions. In response to Commissioner Bell’s question regarding whether the two requirements being removed protected the County, Mr. Navarrete noted that they did; however, the $2 million project was originally approved by a public vote; the initial allocation was already spent; and the building was stabilized and relocated. Mr. Navarette noted $1 million from the Historic Preservation Fund would complete the building’s shell and the additional funding was needed for the interior build-out. Hearing no further questions or comments, the Commission proceeded to vote on the foregoing proposed resolution as presented. | ||||||

TITLE RESOLUTION APPROVING AMENDMENT TO RESOLUTION NO. R-1147-10 RELATED TO ALLOCATION TO THE MILITARY MUSEUM OF SOUTH FLORIDA AT NAS RICHMOND, INC. FROM BUILDING BETTER COMMUNITIES GENERAL OBLIGATION BOND PROGRAM PROJECT NO. 293 - �HISTORIC PRESERVATION FUND� TO FUND WORK TO RICHMOND NAVAL AIR STATION; WAIVING ADMINISTRATIVE RULES RELATING TO CONDITION OF DISBURSEMENT BODY WHEREAS, Appendix A to Resolution No. 919-04 (the �Cultural Facility Resolution�), lists projects eligible for funding from the Building Better Communities General Obligation Bond Program (the �BBC Program�) by project number, municipal project location, BCC district, project name, project description, street address, and project funding allocation; and WHEREAS, one of the projects listed in Appendix A to the Cultural Facilities Resolution and approved by the voters for funding is Project No. 283 - �Richmond Naval Air Station � Building 25� with an allocation of $2 million and a project description that states: �Relocate this historic structure to a location near Miami MetroZoo and complete its rehabilitation as a military museum and memorial. Building 25 is the last remaining wood frame building of the Richmond Naval Air Station, which served as control base for blimps that protected the South Florida coastline during World War II and as a CIA base during the Cuban Missile Crisis. Through the Office of Historic Preservation� (the �Military Museum� or �Project�); and WHEREAS, also listed in Appendix A to the Cultural Facility Resolution and approved by the voters for funding is Project No. 293 � �Historic Preservation Fund� (�Project No. 293�), a Countywide fund with an allocation equal to $10,000,000, $1 million of which is for the restoration of the Military Museum�; and WHEREAS, these funds complement the additional funding for the restoration of Military Museum provided by BBC GOB Project No. 283- �Richmond Naval Air Station � Building 25�; and WHEREAS, pursuant to Resolution No. R-1147-10, this Board authorized the disbursement of the BBC Project No. 293 funds to the Friends of the Military Museum of South Florida at NAS Richmond, Inc. (the �Grantee�) only after the satisfaction of certain conditions precedent, including the conditions that the Grantee covenant and warrant that it has the amount of funding necessary to fund the complete restoration of the Military Museum, that it identify all funding sources necessary to fund all design and construction costs for such complete restoration, and provide written commitments from third parties, if any; and WHEREAS, although the Grantee is currently pursuing additional funding to fund the complete restoration of the Military Museum in the form of historic tax credits and State funding, it does not have at this time written commitments for such funding; and WHEREAS, at this time it is necessary to complete construction necessary for the continued preservation of the structure, including the installation of windows; and WHEREAS, this Board wishes to amend Resolution No. R-1147-10 and waive the BBC GOB Program�s administrative rules related to conditions of disbursement to permit the disbursement of Project No. 293 funds to the Grantee to fund construction necessary for the continued preservation of the structure, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that: Section 1. The foregoing recitals are incorporated in this resolution and are approved. Section 2. This Board hereby amends Section 4 of Resolution No. R-1147-10 to read as follows: �Notwithstanding the authority delegated to the County Manager pursuant to Resolution No. R-595-05, this Board hereby authorizes the County Mayor or the Mayor�s designee to execute an Grant Agreement(s) and to disburse BBC GOB Program funds to fund the restoration of the Military Museum only after the satisfaction of all of the following conditions precedent: (a) the Grantee shall submit a plan for the funding of all design and construction costs associated with the complete restoration of the Military Museum (the �Project�); (b) the Grantee shall submit a plan for the funding of future operating costs of the Project; and (c) Project No. 293 must be listed as a project eligible for funding in one or more BBC GOB Program bond series resolutions.� Section 3. This Board waives the Administrative Rules governing the BBC GOB Program that provide that as a condition of disbursement of funds, recipients must demonstrate that supplemental funds have been committed to the project solely for the purpose of authorizing the disbursement for the purpose of funding the construction necessary for the continued preservation of the Military Museum�s structure. |
