TITLE
RESOLUTION AUTHORIZING THE EXECUTION OF AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF DORAL AND MIAMI-DADE COUNTY FOR SPONSORSHIP OF AN ADOPT-A-TREE EVENT IN THE CITY OF DORAL; AND AUTHORIZING THE MAYOR OR MAYOR'S DESIGNEE TO EXERCISE ALL PROVISIONS THEREIN

BODY
WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby authorizes the Mayor or Mayor's designee to execute an Interlocal Agreement between the City of Doral and Miami-Dade County for the City of Doral to provide up to $40,000 toward the purchase of trees for an Adopt-A-Tree event in the City of Doral to be held on September 24,2011, in substantially the form attached hereto and made part hereof; authorizes the Mayor or Mayor's designee to execute any necessary amendments to this agreement for time extension and to accept additional funds that may become available for this agreement; and authorizes the Mayor or Mayor's designee to exercise the provisions contained therein.

Subject: Resolution Authorizing the Execution of an Interlocal Agreement between the City of Doral and Miami-Dade County for Sponsorship of an Adopt-a-Tree Event in the City of Doral

STAFF RECOMMENDATION
Recommendation
It is recommended that the Board of County Commissioners approve the attached resolution authorizing the execution of an Interlocal Agreement (Attachment A) between the City of Doral and Miami-Dade County (the County) to provide funding and sponsorship for an Adopt-A-Tree event to be held in the City of Doral on September 24, 2011.

Scope
The City of Doral is in Commissioner Diaz�s District 12.

Fiscal Impact/Funding Source
The budget for the Doral Adopt-A-Tree event is approximately $90,000. The City of Doral shall contribute up to $40,000 for the purchase of trees for the event. The County, through its Department of Environmental Resources Management (DERM), will pay all other related costs. Without the proposed Interlocal Agreement, the County would be responsible for all costs for this event. The County funds are under Index Code: DE387167, Subobject: 49620.

Track Record/Monitor
The Chief of the DERM Environmental Education and Communication Office will monitor this agreement.

MANAGER'S BACKGROUND
Background
Since 2001, Miami-Dade County�s Adopt-A-Tree Program has given away over 157,000 trees to residents of Miami-Dade County at events held throughout the County. Following a 2009 Adopt-a-Tree event held in the City of Doral, the City Council of the City of Doral entered into an Interlocal Agreement to sponsor an Adopt-a-Tree event in their city in 2010. The Adopt-A-Tree event in the City of Doral on September 25, 2010 distributed over 3,000 free trees and, due to the success of the event, City of Doral officials again offered to sponsor a 2011 Adopt-A-Tree event to be held in their city.

On April 13, 2011, the City Council of the City of Doral adopted Resolution No. 11-35 (Attachment B), approving the Interlocal Agreement for the City of Doral to provide up to $40,000 to the County for the purchase of trees for an Adopt-A-Tree event to be held in the City of Doral on September 24, 2011.

The attached resolution authorizes the execution of the Interlocal Agreement and is recommended for approval.
