REPORT: Assistant County Attorney Terrence Smith read the foregoing proposed resolution into the record. It was moved by Commissioner Moss that the Committee forward this proposed resolution as presented. Commissioner Monestime seconded this motion for discussion. Commissioner Moss spoke in support of this proposed resolution. In addition, he reminded the Committee members of the Community Image Advisory Board's role in the Overtown area improvements through Hands on Miami. Hearing no further questions or comments, the Committee proceeded to vote on this proposed resolution as presented.

TITLE
RESOLUTION AUTHORIZING THE COUNTY MAYOR OR THE COUNTY MAYOR�S DESIGNEE, MIAMI-DADE PUBLIC HOUSING AGENCY AND MIAMI-DADE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT TO WORK WITH ROOTS IN THE CITY, INC., A NON PROFIT, COMMUNITY-BASED ORGANIZATION, TO CULTIVATE A VEGETABLE GARDEN ON A VOLUNTARY BASIS FOR THE SOLE USE OF THE ELDERLY AND DISABLED RESIDENTS OF STIRRUP PLAZA, A PUBLIC HOUSING DEVELOPMENT, AND GIBSON PLAZA, A SECTION 8 NEW CONSTRUCTION DEVELOPMENT

BODY
WHEREAS, Miami-Dade County (�County�) is the owner of two housing developments known as Stirrup Plaza (�Stirrup�), which is a public housing development located at 3150 Mundy Street, Miami, Florida, and Gibson Plaza (�Gibson�), which is a Section 8 New Construction development located at 3160 Mundy Street, Miami, Florida; and
WHEREAS, Stirrup and Gibson, which are located in District 7, presently houses elderly and disabled residents; and
WHEREAS, Stirrup is presently managed by the Miami-Dade Public Housing Agency (�MDPHA�); and
WHEREAS, Gibson is presently managed by the Miami Dade Department of Housing Community Development (�HCD�); and
WHEREAS, the developments are located adjacent to each other and share a common open area for use by the residents of both developments; and
WHEREAS, this Board desires to provide the residents with a vegetable garden for their sole use; and
WHEREAS, the District 7 Commissioner has been working with Roots In The City, Inc., (�Roots In The City�), which has expressed an interest in cultivating a vegetable garden on a voluntary basis for the residents of Stirrup and Gibson; and
WHEREAS, Roots In The City was founded by author and academic Marvin Dunn, Ph.D. in 1994, and is a nonprofit, community-based organization located in the Overtown neighborhood; and
WHEREAS, Roots In The City is focused on community development,�creating jobs and beautifying�Miami's inner city; and
WHEREAS, the organization has established several community gardens and tree nurseries in Overtown, such as the main vegetable garden located across the street from the historic Mt. Zion Baptist Church; and
WHEREAS, community volunteers and Overtown residents, which includes organizations such as Hands On Miami, Touching Miami with Love, and Miami Dade College, make up the heart of the organization; and
WHEREAS, Roots In The City proposes to work with MDPHA and HCD to cultivate the vegetable garden for the residents of Stirrup and Gibson, at no cost to the County; and
WHEREAS, such a vegetable garden would be beneficial to the residents of these developments,


NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA,
Section 1. The foregoing recitals are incorporated in this resolution and are approved.
Section 2. The Board authorizes the County Mayor or the County Mayor�s designee, MDPHA and HCD to work with Roots In The City to cultivate a vegetable garden, at no cost to the County, for the sole use of the elderly and disabled residents of Stirrup and Gibson.
Section 3. The Board authorizes the County Mayor or the County Mayor�s designee to prepare and execute any necessary agreements between the County and Roots In The City to accomplish the purposes of this Resolution, subject to the County Attorney�s approval, and to exercise amendment, modification, renewal, cancellation and termination clauses on behalf of Miami-Dade County, Florida.
