TITLE
RESOLUTION URGING THE U.S. AIR FORCE TO RECONSIDER ITS DECISION NOT TO SUPPORT THE MIAMI INTERNATIONAL AEROSPACE SHOW AT HOMESTEAD AIR RESERVE BASE

BODY
WHEREAS, Miami-Dade County and the Beacon Council have been working on an initiative for the last several years to bring an event similar to the Paris Air Show to Miami-Dade County, believing that Miami-Dade County has the necessary community resources to host a major international aerospace show that would have a significant economic impact for county businesses and residents; and
WHEREAS, on November 4, 2009, this Board adopted Resolution No. 1289-09 supporting the concept of having a major international commercial air show in Miami-Dade County; and
WHEREAS, Resolution No. 1289-09 also directed the Mayor or designee to take all actions necessary to support the Beacon Council�s efforts to establish a commercial air show in Miami-Dade County, including seeking agreements from the U.S. Department of Defense to use Homestead Air Reserve Base as the primary location of the show; and
WHEREAS, since its inception, the concept of the Miami International Aerospace Show has received strong and bipartisan support from elected officials at all levels of government; and
WHEREAS, both Senators Bill Nelson and Marco Rubio have indicated their support for the Miami International Aerospace Show; and
WHEREAS, Congresswoman Ileana Ros-Lehtinen initiated a bipartisan letter to Air Force Secretary Michael B. Donley dated June 8, 2011 expressing support for the Miami International Aerospace Show that included all 25 members of Congress from Florida; and
WHEREAS, Governor Rick Scott also has indicated his support for the Miami International Aerospace Show; and
WHEREAS, on May 3, 2011, this Board adopted Resolution No. 286-11 committing up to $7.5 million in funding for public infrastructure improvements from Building Better Communities General Obligation Bond proceeds for the Miami International Aerospace Show in 2012 upon the satisfaction of certain conditions by the Beacon Council; and
WHEREAS, on August 2, 2011, Secretary Donley wrote to Congresswoman Ros-Lehtinen indicating that the Air Force was not in a position to support the Miami International Aerospace Show at Homestead Air Reserve Base in November, 2012, a copy of which is attached; and
WHEREAS, while Secretary Donley�s letter does not entirely foreclose Air Force support for the show, it does set forth a framework of requirements and expectations that Miami-Dade County and the Beacon Council would need to address in order for the Air Force to proceed with the Miami International Aerospace Show at Homestead Air Reserve Base; and
WHEREAS, the Miami International Air Show could not only provide another venue to showcase Miami Dade County, but also provide economic development and jobs during these challenging economic times; and
WHEREAS, this Board desires to reaffirm its strong support for the Miami International Aerospace Show at Homestead Air Reserve Base; commend Congresswoman Ros-Lehtinen and the other members of the Florida Congressional Delegation for their efforts on this issue; and urge the U.S. Air Force to reconsider its decision not to support the Miami International Aerospace at Homestead Air Reserve Base,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the U.S. Air Force to reconsider its decision not to support the Miami International Aerospace show at Homestead Air Reserve Base.
Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the Members of the Florida Delegation, Governor Rick Scott and the Secretary of the Department of the Air Force.
Section 3. Directs the County's federal lobbyists to advocate for the action set forth in Section 1 above, and authorizes and directs the Office of Intergovernmental Affairs to include this item in the 2011 and 2012 Federal Legislative Packages.
