TITLE RESOLUTION DIRECTING COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO CONDUCT AN ANALYSIS OF WATER AND SEWER INFRASTRUCTURE DEFICIENCIES IN THE AREAS OF THE MIAMI-DADE GREEN TECHNOLOGY CORRIDOR ZONED FOR COMMERCIAL OR INDUSTRIAL USE; DIRECTING COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO PROVIDE A RECOMMENDED WATER AND SEWER INFRASTRUCTURE PHASING PLAN FOR THE COMMERCIAL- AND INDUSTRIAL-ZONED PORTIONS OF THE MIAMI-DADE GREEN TECHNOLOGY CORRIDOR; AND DIRECTING COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO REPORT THE RESULTS OF THE ANALYSIS TO THE BOARD WITHIN 120 DAYS BODY WHEREAS, the ability to develop industrial land to its highest and best use is greatly facilitated by access to infrastructure, including water and sewer services; and WHEREAS, the industrial area designated by R-197-11 as the Miami-Dade Green Technology Corridor (the �Green Tech Corridor�) has significant portions that do not have access to water and sewer facilities, which, therefore, limits the opportunities for development in the area; and WHEREAS, in 2006, at the request of the Miami-Dade Water and Sewer Department (�WASD�), a consultant was hired to perform an analysis of the water and sewer infrastructure for a portion of the Green Tech Corridor; and WHEREAS, after concluding that existing public water and sewer facilities in a portion of the Green Tech Corridor are �scarce and undersized,� in 2007, the consultant prepared a report which studied different alternatives for providing potable water distribution improvements to a portion of the Green Tech Corridor; and WHEREAS, General Obligation Bond Project 17.18, entitled �NW 37 Ave Industrial Development Area- Countywide Water and Sewer System Enhancements,� is intended to address a portion of this infrastructure deficit; and WHEREAS, WASD will implement a scaled-down project in the Green Tech Corridor consisting of installing approximately 7000 linear feet of 12-inch water mains and 8000 linear feet of 8-inch gravity sewer mains as well as service connections, once sufficient funding for the project has been identified; and WHEREAS, a full assessment of the water and sewer needs for the Green Tech Corridor would allow for the development of a plan to bring economically competitive new uses to these industrial parcels, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Board of County Commissioners hereby requires the County Mayor or County Mayor�s designee to: (1) conduct an analysis of the areas zoned for commercial and industrial uses in the entire Green Tech Corridor in order to identify water and sewer infrastructure deficiencies and the estimated costs associated with bringing water and sewer service to the areas lacking such service; (2) provide a recommended phasing plan to bring such services to the area, which plan should include estimated timelines for design and construction while recognizing that funding has not been identified for any specific project; (3) provide a list of current businesses by category that require water and sewer connections and include, in consultation with the Beacon Council, the list of Eligible Industries identified in Miami-Dade County Code �2-1254 that require water and sewer connections as part of their basic business needs; and (4) provide a report of its findings and recommendations based on the above-described analysis for the Board of County Commissioners within 120 days. |
