REPORT: | Assistant County Attorney Jess McCarty read the foregoing proposed resolution into the record. Chairwoman Bell expressed support for this resolution and requested that the urging resolutions be included in the legislative package separately from the legislative priorities. Assistant County Attorney McCarty advised that the resolution could be amended to clarify that there would be three categories: legislative priorities, departmental items, and the Board of County Commissioners (BCC) urging resolutions. There being no further questions or comments, the Committee proceeded to vote. The Committee forwarded the foregoing proposed resolution to the Board of County Commissioners with a favorable recommendation with Committee amendment(s) to ensure that the legislative priorities, departmental items, and urging resolutions be included in the legislative package separately. | ||||||

TITLE RESOLUTION DIRECTING THE OFFICE OF INTERGOVERNMENTAL AFFAIRS TO INCLUDE ALL �URGING� RESOLUTIONS AND OTHER RESOLUTIONS RELATED TO FEDERAL OR STATE LEGISLATION PASSED BY THE BOARD OF COUNTY COMMISSIONERS WHEN THE OFFICE PRESENTS THE PROPOSED FEDERAL OR STATE LEGISLATIVE AGENDA RESPECTIVELY TO THE BOARD BODY WHEREAS, Miami-Dade County is the largest county in the State of Florida and the eighth largest county in the U.S.; and WHEREAS, each year, many pieces of legislation are filed at both the federal and state levels that could substantially affect Miami-Dade County; and WHEREAS, this Board enacts resolutions throughout the year urging the U.S. Congress and the Florida Legislature to pass or defeat legislation, along with resolutions supporting, opposing or otherwise taking positions on legislation; and WHEREAS, these resolutions include language directing the Office of Intergovernmental Affairs to include the item in the federal or state legislative package or both; and WHEREAS, once each year the Office of Intergovernmental Affairs presents a draft federal and state legislative agenda to the Board of County Commissioners for approval; and WHEREAS, this draft legislative agenda currently includes critical priorities and departmental legislative requests, but does not include �urging� resolutions and other resolutions related to federal and state legislation that the Board has passed to date for that year; and WHEREAS, the draft federal and state legislative agendas presented should include all �urging� resolutions and and other resolution related to federal and state legislation that the Board has passed to date for the current Congress or session, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the Office of Intergovernmental Affairs, when it presents the proposed federal or state legislative agenda respectively to the Board, to include all �urging� resolutions and other resolutions related to federal or state legislation passed by the Board of County Commissioners to date for the current Congress or session. >>The Office is further directed to present the proposed federal and state legislative agendas in three sections: (1) County priorities; (2) departmental items; and (3) all �urging� resolutions and other resolutions related to federal or state legislation passed by the Board.<< 1 Committee amendments are indicated as follows: words stricken through and/or [[double bracketed]] shall be deleted, words underscored and/or >>double arrowed<< constitute the amendment proposed. |
