REPORT: Commissioner Heyman noted this proposed resolution should be amended to add the following language: “the expenditures from the trust fund will be restricted and will only be used for enhanced custodial services, security services, and security camera equipment, accessibility improvements for patrons with disabilities, enhanced grounds and facilities maintenance, and improvements to restrooms, beach showers, and beach park amenities for the benefit of patrons at Haulover Park.” Hearing no other questions or comments, the Commission members proceeded to vote on this proposed resolution, as amended.

RESOLUTION AUTHORIZING ESTABLISHMENT OF THE HAULOVER PARK PARKING SURCHARGE TRUST FUND TO ACCEPT FUNDS COLLECTED FROM A $0.93 PARKING SURCHARGE AS APPROVED BY THE BOARD OF COUNTY COMMISSIONERS FOR THE BENEFIT OF MAKING IMPROVEMENTS TO SERVICES AND FACILITIES ON HAULOVER PARK BEACH

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby approves the establishment of the Haulover Park Surcharge Parking Trust to accept funds collected from a $0.93 surcharge as approved by this Board for the benefit of making improvements to services and facilities on Haulover park beach. Expenditures from the trust fund will be restricted, and will only be used for enhanced custodial services, security services and security camera equipment, accessibility improvements for patrons with disabilities, enhanced grounds and facilities maintenance, and improvements to restrooms, beach showers, and beach/park amenities for the benefit of patrons at Haulover Park.

Subject: Establishment of the Haulover Park Surcharge Parking Trust Fund

STAFF RECOMMENDATION
It is recommended that the Board of County Commissioners (Board) authorize the establishment of the Haulover Park Surcharge Parking Trust Fund to accept the funds that are currently being collected from the $0.93 parking surcharge for the Haulover Park north parking lot.

Scope
Haulover Park is one of the heritage parks in the Miami-Dade Parks Recreation and Open Spaces (PROS) Department�s system and is located at 10800 Collins Avenue, in Commission District 4, and is open to all residents and visitors of Miami-Dade County.
Fiscal Impact/Funding Source
The surcharge funds are used for enhanced improvements and services at Haulover Park such as the purchase of Mobi-Mat for use at special events to meet ADA compliance, additional security for the beach, and enhanced custodial services for all beach restrooms.

Track Record/Monitor
All expenditures from the $0.93 surcharge collected for the Haulover Park Surcharge Parking Trust Fund will be approved by the PROS Director.

MANAGER'S BACKGROUND
Background
On September 17, 2009, under Ordinance 09-87, this Board initially approved the establishment of a $0.93 surcharge (plus tax), for parking in the north lot at Haulover Park. Pursuant to Ordinance 10-64 and Implementing Order (I.O.) 4-119, this Board approved this surcharge for fiscal year 2010-11. There were no PROS fee increases or changes for fiscal year 2011-12. The relevant portion of I.O. 4-119 is attached hereto as Attachment 1. The current tax rate results in the collection of one dollar per vehicle.

The north parking lot at Haulover Park serves the largest segment of beach users. As a result of this concentrated use, facilities are sometimes under stress. PROS discussed the possibility of implementing this surcharge with beach goers with the understanding that surcharge funds would be used to enhance services and facilities along all of Haulover beach. The need for additional security, better mobility access to the beach for those with disabilities and increased custodial services were all identified as worthy uses for the surcharge funds. These practices and services were implemented in fiscal year 2010-11 and are much appreciated by those who use Haulover beach regularly. The establishment of a trust fund will allow PROS to continue to provide enhanced custodial and security services to Haulover Park.
