TITLE RESOLUTION AUTHORIZING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO APPLY FOR, ACCEPT, EXECUTE, MODIFY, AMEND AND EXPEND FUNDS FROM A GRANT AWARD ISSUED BY FLORIDA FISH AND WILDLIFE CONSERVATION COMMISSION�S FLORIDA BOATING IMPROVEMENT PROGRAM FOR UP TO $75,000 WITH A COUNTY MATCH OF UP TO $45,000 FROM THE 2009A CAPITAL ASSISTANCE BOND FUND TO DEMOLISH, REMOVE AND REPLACE THE BOATER�S DAY DOCK AT PELICAN ISLAND BODY WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Board authorizes the County Mayor or County Mayor�s designee to apply for, accept, execute, modify, amend and expend funds from a grant award issued by Florida Fish and Wildlife Conservation Commission�s Florida Boating Improvement Program for up to $75,000 with a County match of up to $45,000 from the 2009A, $1,960,000 Capital Assistance Bond Fund to demolish, remove and replace the boater�s day dock at Pelican Island. Gimenez Mayor Subject: Florida Fish and Wildlife Conservation Commission�s Florida Boating Improvement Program Grant to Demolish, Remove and Replace the Boater�s Day Dock at Pelican Island ..Recommendation It is recommended that the Board of County Commissioners (Board) authorize the Mayor or Mayor�s designee to apply for, accept, execute modify, amend and expend funds from a grant award issued by Florida Fish and Wildlife Commission�s Florida Boating Improvement Fund (FBIP) to demolish, remove and replace the boater�s day dock at Pelican Harbor Marina�s Pelican Island. Scope Pelican Harbor Marina�s Pelican Island is in Commission District 3, however the marina and island are regional assets, therefore the impact is Countywide. Fiscal Impact/Funding Source The project will cost up to $120,000. The proposed grant is for up to $75,000. The match for up to $45,000 will come from the County�s Capital Asset Acquisition Special Obligation Bonds, Series 2009A, of $1,960,000, index codes CPES09931001 and CPES09931002. Bond funds are for Parks, Recreation and Open Spaces (PROS) Department marina improvement projects. There will be no incremental operating costs from this project as the project replaces the existing dock. If the grant is not awarded, the project will be deferred. Record/Monitor If awarded, the grant will be administered by Joyce Denny, Grants Administrator for PROS. BODY Pelican Island can be accessed by private boat or by using the County owned and operated Pelican Skipper, a 45 foot catamaran that transports patrons from Pelican Harbor Marina to Pelican Island. Use of the dock by the Pelican Skipper supports rentals of the Island�s facilities. If awarded, the grant term will be from October 2012 to September 2013. FBIP is a competitive grant program for projects designed to serve the needs of boaters and boating related activities. This is a state program funded through tax on fuel, tax on fuel sold at marinas, and $1 from vessel registration fees. Attachments _______________________________ Lisa M.
