TITLE
RESOLUTION AUTHORIZING THE EXECUTION OF AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF DORAL AND MIAMI-DADE COUNTY FOR SPONSORSHIP OF AN ADOPT-A-TREE EVENT IN THE CITY OF DORAL; AND AUTHORIZING THE MAYOR OR MAYOR�S DESIGNEE TO EXERCISE ALL PROVISIONS THEREIN

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board hereby authorizes the Mayor or Mayor�s designee to execute an Interlocal Agreement between the City of Doral and Miami-Dade County for the City of Doral to provide up to $40,000 toward the purchase of trees for an Adopt-A-Tree event in the City of Doral to be held in September 2012, in substantially the form attached hereto and made part hereof; authorizes the Mayor or Mayor�s designee to execute any necessary amendments to this agreement for time extension and to accept additional funds that may become available for this agreement; and authorizes the Mayor or Mayor�s designee to exercise the provisions contained therein.

STAFF RECOMMENDATION
Recommendation
It is recommended that the Board of County Commissioners approve the attached resolution authorizing the execution of an Interlocal Agreement (Attachment A) between the City of Doral (�Doral�) and Miami-Dade County (�the County�) to provide funding and sponsorship for an Adopt-A-Tree event to be held in the City of Doral in September 2012.

Scope
The City of Doral is in Commissioner Diaz�s District 12.

Fiscal Impact/Funding Source
The budget for the Doral Adopt-A-Tree event is approximately $90,000. Doral will contribute up to $40,000 for the purchase of trees for the event. The Miami-Dade County Department of Regulatory and Economic Resources will pay all other related costs. Without the proposed Interlocal Agreement, the County would be responsible for all costs of this event. The County funds are under Index Code PE387167, Subobject 49620.

Track Record/Monitor
The Assistant Director of the Department of Regulatory and Economic Resources will monitor this agreement.

MANAGER'S BACKGROUND
Background
Since 2001, the Miami-Dade County Adopt-A-Tree Program has given away over 163,900 trees to residents of Miami-Dade County at events held throughout the County. Following a 2009 Adopt-a-Tree event in Doral, the Doral City Council entered into Interlocal Agreements to sponsor additional events in 2010 and in 2011. The Adopt-A-Tree event held in Doral on September 24, 2011 distributed over 2,200 free trees. Due to the success of that event, the Doral City Council adopted Resolution No. 12-42 (Attachment B) on April 11, 2012, approving the Interlocal Agreement for Doral to provide up to $40,000 to the County for the purchase of trees for an Adopt-A-Tree event to be held in Doral in September 2012. Although the City of Doral will provide funding, this Adopt-a-Tree event, like all Adopt-a-Tree events, will be open to all owners of single-family homes and duplexes in Miami-Dade County, who can receive two (2) free trees per year.

The attached resolution authorizes the execution of the Interlocal Agreement and is recommended for approval.
