REPORT: | Assistant County Attorney Terrence Smith read the foregoing proposed resolution into the record. Chairwoman Sosa questioned whether these local manufacturers would continue to be used as long as the cost to the taxpayers did not increase. Commissioner Jordan, the sponsor, explained that the intent of this proposed resolution was to promote local manufacturers and enhance local business opportunities while obtaining the best value for the County. In response to Chairwoman Sosa’s question, Assistant County Attorney Hugo Benitez explained that the formula outlined in this resolution allowed the Mayor to propose a recommendation that required the use of local manufacturers contingent upon other factors, such as cost and quality. He indicated that the Committee would have an opportunity to approve the Mayor’s recommendations. Chairwoman Sosa and Commissioners Bell, and Monestime asked to be listed as co-sponsors of this proposed resolution. Hearing no questions or comments, the Committee proceeded to vote on this proposed resolution as presented. | ||||||

TITLE RESOLUTION DIRECTING THE MAYOR OR MAYOR�S DESIGNEE TO DEVELOP RECOMMENDATIONS AND SPECIFICATIONS TO REQUIRE THE COUNTY TO PURCHASE FROM LOCAL MANUFACTURERS BODY WHEREAS, to foster employment opportunities and the general welfare of the community, Miami-Dade County wishes to promote the creation and retention of businesses that manufacture goods within the County; and WHEREAS, to accomplish this objective, by separate resolution, this Board directed the Mayor or Mayor�s designee to create a registry of manufacturers located within the County; and WHEREAS, the County wishes to explore the opportunity of using the County�s purchasing power to promote local manufacturers and thereby enhance local business opportunities and the economy and welfare of County residents, all consistent with obtaining the best value for the County, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Mayor or Mayor�s designee shall develop recommendations and specifications to promote County purchases of materials from Resident Manufacturers to the maximum extent possible consistent with obtaining the best value for the County. A Resident Manufacturer shall be a person who offers materials grown, produced, processed, or manufactured wholly within Miami Dade County. The Mayor�s recommendations shall be forwarded to this Board within six months of the effective date of this resolution. |
