REPORT: Assistant County Attorney Bruce Libhaber read the foregoing proposed resolution into the record. Commissioner Moss recommended that this proposed resolution be amended to require that the votes taken by the Taxicab Advisory Group and the Limousine Advisory Group be also provided to the County Commission on a quarterly basis; and where the votes taken or minutes of the advisory groups relate to pending legislation, that this information be submitted as soon as possible to allow consideration by the Commission or the committee of jurisdiction. Commissioners Heyman and Edmonson requested to be added as co-sponsors to the amended item. Chairman Barreiro spoke in support of this proposal. He noted he believed that all advisory committee reports should be posted on the Web. Mr. Jerry Moskowitz, Co-Chair, Taxicab Advisory Group, commended Commissioner Moss for this proposed resolution. Hearing no further questions or comments, the Committee proceeded to vote on the foregoing proposed resolution as amended.

TITLE
RESOLUTION DIRECTING THE MAYOR OR DESIGNEE TO SUBMIT TO THE COUNTY COMMISSION AND ANY RELEVANT COMMITTEE THERETO ON A QUARTERLY BASIS THE VOTES TAKEN AND THE MINUTES OF THE TAXICAB ADVISORY GROUP AND THE LIMOUSINE ADVISORY GROUP AND, WHERE THE VOTES TAKEN OR MINUTES OF THE ADVISORY GROUPS RELATE TO PENDING LEGISLATION, TO SUBMIT SUCH INFORMATION AS SOON AS PRACTICABLE IN ORDER TO ALLOW FULL CONSIDERATION BY THE COUNTY COMMISSION OR COMMITTEE OF RELEVANT JURISDICTION

BODY

WHEREAS, pursuant to Section 31-84(a)(9) of the Code of Miami-Dade County, the administration established a taxicab advisory group (�Taxicab Advisory Group�) in 2003; and
WHEREAS, the Taxicab Advisory Group is comprised of representatives from consumers, the industry, transportation-related interests, municipalities and public interest organizations; and
WHEREAS, the Taxicab Advisory Group has, among other things, enhanced communications between the diverse elements of the taxicab industry and provides a forum for the exchange of ideas; and
WHEREAS, the Taxicab Advisory Group has also provided advice to the Regulatory and Economic Resources Department regarding the taxicab industry; and
WHEREAS, pursuant to Section 31-606(a)(9) of the Code of Miami-Dade County, the administration established the Limousine Advisory Group (�Limousine Advisory Group�) in 2007; and
WHEREAS, the Limousine Advisory Group is comprised of representatives from consumers, the industry, transportation-related interests, municipalities and public interest organizations; and
WHEREAS, the Limousine Advisory Group has, among other things, enhanced communications between the diverse elements of the limousine industry and provides a forum for the exchange of ideas; and
WHEREAS, the Limousine Advisory Group has also provided advice to the Regulatory and Economic Resources Department regarding the limousine industry; and
WHEREAS, both the Limousine Advisory Group and the Taxicab Advisory Group meet on a regular basis and keep minutes of their meetings; and
WHEREAS, the Commission believes that the Mayor or designee should provide the Board with the minutes of the Limousine Advisory Group and the Taxicab Advisory Group on a quarterly basis so that the Commission may benefit from the input of these advisory groups,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the Mayor or designee is directed to provide the Board with >>the votes taken and<<1 the minutes of the Limousine Advisory Group and the Taxicab Advisory Group on a quarterly basis >>and, where the votes taken or minutes of the advisory groups relate to pending legislation, to submit such information as soon as practicable in order to allow full consideration by the County Commission or committee of relevant jurisdiction.<<
