TITLE RESOLUTION AUTHORIZING THE COUNTY MAYOR OR THE COUNTY MAYOR�S DESIGNEE TO APPLY FOR RENEWAL OF THE CERTIFICATE OF AUTHORIZATION FROM THE FEDERAL AVIATION ADMINISTRATION FOR MIAMI-DADE COUNTY�S USE OF UNMANNED AIRCRAFT SYSTEMS BODY WHEREAS, the Aviation Unit of the Miami-Dade Police Department operates an unmanned aircraft system; and WHEREAS, the unmanned aircraft system is a �public aircraft� within the meaning of 49 U.S.C. � 40102(a)(41)(C); and WHEREAS, Miami-Dade County is responsible for operating the unmanned aircraft system; and WHEREAS, Miami-Dade County does not operate the unmanned aircraft system for commercial purposes and receives no compensation for its use, within the meaning of 49 U.S.C. � 40125; and WHEREAS, Miami-Dade County is a political subdivision of the State of Florida pursuant to the Constitution and Statutes of the State of Florida; and WHEREAS, the Federal Aviation Administration is requiring renewal of the Certificate of Authorization permitting Miami-Dade County�s use of the unmanned aircraft system; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Mayor or the County Mayor�s designee is authorized to apply for renewal of the Federal Aviation Administration�s Certificate of Authorization permitting Miami-Dade County, by and through the Miami-Dade Police Department, to use an unmanned aircraft system throughout Miami-Dade County. Gimenez Mayor SUBJECT: Resolution To Apply For Renewal of The Federal Aviation Administration�s Certificate of Authorization STAFF RECOMMENDATION Recommendation It is recommended that the Board of County Commissioners approve the attached Resolution, authorizing the County Mayor or the County Mayor�s Designee, to apply for renewal of the Federal Aviation Administration�s Certificate of Authorization, permitting Miami-Dade County, by and through the Miami-Dade Police Department, to use an unmanned aircraft system throughout Miami-Dade County. Scope The Miami-Dade Police Department�s unmanned aircraft system serves as support to Miami-Dade Police Department operations, throughout Miami-Dade County. Fiscal Impact/Funding Source Miami-Dade County will not incur any additional costs. Track Record/Monitor The Federal Aviation Administration requires political subdivisions, which operate unmanned aircraft systems, to periodically apply for and subsequently renew existing Certificates of Authorization, granting authority to operate in airspace throughout Miami-Dade County. This Certificate of Authorization will be monitored by Acting Major Thomas Hanlon, Special Patrol Bureau, Miami-Dade Police Department. MANAGER'S BACKGROUND Background As a result of a successful grant application to the United States Department of Justice, Miami-Dade County, by and through the Miami-Dade Police Department, obtained and has operated an unmanned aircraft system. The unmanned aircraft system is operated by the Miami-Dade Police Department, for authorized law enforcement purposes. One of the current Certificates of Authorization from the Federal Aviation Administration is due to expire on July 1, 2012 and requires annual renewal. _____________________ Genaro �Chip� Iglesias Office of the Mayor |
