PRESENTATION BY MR. ALAN STUART RE: LEGAL RESEARCH SERVICES FOR INMATES

Mr. Alan Stuart, 4055 NW 17 Avenue, spoke about the County’s contract for Legal Research Services for Inmates. He expressed concern with errors made during the solicitation and advertising of the RFP which resulted in all bid proposals being rejected. He asked committee members to clarify the Corrections Department’s procurement process.
Upon Commissioner Jordan's request, Mr. Amos Roundtree, Internal Services Department (ISD), explained the RFP process on the aforementioned contract. He said that the department issued an invitation for bids, and subsequently issued two addenda to the solicitation. Mr. Roundtree noted the second addendum was reviewed by the County Attorneys who determined that the wording was ambiguous and recommended that all bids be rejected and a new RFP process be initiated.
Mr. Stuart expressed concern that a new RFP process would afford his competitors the opportunity to reap the benefits of his firm’s due diligence during the previous RFP process.
Mr. Roundtree invited Mr. Stuart to bring any issues he might have to the department’s attention during the new RFP process and stressed that no prices, other than what the RFP specifically asked for, should be submitted by a bid proposer.
Chairman Diaz asked Assistant County Attorney Valda Clark Christian to follow up with Commissioner Jordan and the Procurement Department with regards to the elimination of any competitive advantages during the RFP process for the County’s contract for Legal Research Services for Inmates.
