REPORT: Assistant County Attorney Terrence Smith read the foregoing proposed resolution into the record. Commissioner Moss explained the intent of the foregoing proposed resolution, noting this item was to request a feasibility study on establishing a countywide program to provide funding for home rehabilitation projects for low-income, elderly, veteran and disabled homeowners, to be administered by Rebuilding Together Miami-Dade, Inc. He noted the Miami Herald recently published an article regarding the Home Depot working in cooperation with Rebuilding Together to help fix the homes of veterans, and urged the Administration to examine the feasibility of implementing a similar program in the County. Chairwoman Sosa asked the Administration to include in the feasibility study information relating to how this program would affect each district in Miami-Dade County in order to provide an in-house point of comparison. Commissioner Moss pointed out that the County had similar in-house programs but they did not provide the same services as Rebuilding Together. Hearing no further questions or comments, the Committee proceeded to vote on the foregoing proposed resolution, as presented.

RESOLUTION DIRECTING THE MAYOR OR THE MAYORíS DESIGNEE TO CONDUCT A FEASIBILITY STUDY ON ESTABLISHING A COUNTYWIDE PROGRAM TO PROVIDE FUNDING FOR HOME REHABILITATION PROJECTS FOR LOW-INCOME, ELDERLY, VETERAN, AND DISABLED HOMEOWNERS TO BE ADMINISTERED BY REBUILDING TOGETHER MIAMI-DADE, INC.; THE STUDY SHALL EXAMINE THE FEASIBILITY OF FUNDING THE PROGRAM THROUGH COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, COUNTYWIDE GENERAL REVENUE FUNDS, OR OTHER ELIGIBLE SOURCES

WHEREAS, Many low-income, elderly, veteran and disabled homeowners in Miami-Dade County need rehabilitation services to their homes; and
WHEREAS, such rehabilitation services are much needed and necessary as the housing stock ages and these low-income, elderly, veteran and disabled residents lack the financial resources to upgrade their homes to livable standards; and
WHEREAS, one agency that can help these residents is Rebuilding Together Miami-Dade, Inc.; and
WHEREAS, Rebuilding Together Miami-Dade, Inc. is a 501(c)(3) not-for-profit corporation which revitalizes neighborhoods by providing rehabilitation services free of charge to those in need, including low-income, elderly, veteran, and disabled homeowners; and
WHEREAS, Rebuilding Together Miami, founded in 1993 after Hurricane Andrew, is one of 200 affiliates of the national organization, Rebuilding Together, which is the nationís largest volunteer organization preserving and revitalizing low-income homes and communities in the United States; and
WHEREAS, Since its inception, Rebuilding Together Miami has refurbished 378 homes including 16 veteranís homes with an approximate 5.2 million dollars of market value work donated to the community; and
WHEREAS, in 2010 and 2011, with the support of Miami-Dade County, Rebuilding Together Miami completed twenty-eight (28) home rehabilitation projects in the Naranja area; and
WHEREAS, Rebuilding Together Miami could replicate the above successes and provide much needed home rehabilitation services to those homeowners who need it most; and
WHEREAS, there currently exist no program within the County services that would fund such a program,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board directs the Mayor or the Mayorís designee to conduct a feasibility study on establishing a countywide program to provide funding for home rehabilitation projects for low-income, elderly, veteran, and disabled homeowners to be administered by Rebuilding Together Miami-Dade, Inc.; the study shall examine the feasibility of funding the program through Community Development Block Grant funds, Countywide General Revenue funds, or other eligible funding sources.
The Mayor or the Mayorís designee shall return to this Board within sixty (60) days with a report detailing the results of the feasibility study.
