REPORT: RECONSIDERATION OF ITEM 11A14 – ADOPTED BY CONSENT AGENDA ON 11/8/2012) It was moved by Commissioner Jordan that the Board of County Commissioners reconsider Item 11A14 previously adopted with the Consent Agenda. This motion was seconded by Commissioner Sosa; and upon being put to a vote, the motion passed by a vote of 12-0. (Commissioner Diaz was absent) It was moved by Commissioner Jordan that the Board of County Commissioners adopt the foregoing resolution as amended to change the language referencing “small contractors” to “Community Small Business Enterprises (CSBEs). This motion was seconded by Commissioner Monestime, and the floor was opened for discussion. Pursuant to Chairman Martinez’s question, Commissioner Jordan explained that the change in language would make the contractors subject to Miami-Dade County’s contractors’ certification process. Chairman Martinez requested that the item remain on the Pull List as amended until the County Attorney verified the impact of the amendment proposed by Commissioner Jordan. Deputy Mayor Alina Hudak stated that the Aviation Department had no objections to the amendment. She noted the amendment would clarify the definition of a small business consistent with County policy. As a result of the explanation provided by Ms. Hudak and unanimous consensus, the Board proceeded to vote on the foregoing resolution as amended. It was moved by Commissioner Jordan that the Board of County Commissioners adopt the foregoing resolution as amended to change the language referencing “small contractors” to “Community Small Business Enterprises (CSBEs). This motion was seconded by Commissioner Monestime; and upon being put to a vote, the motion passed by a vote of 12-0. (Commissioner Diaz was absent)

TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR TO INVESTIGATE THE FEASIBILITY OF ESTABLISHING A CONTRACT FOR SMALL REPAIRS AT AVIATION FACILITIES

BODY
WHEREAS, Miami International Airport is a leading economic engine for Miami-Dade County; and
WHEREAS, it is essential that minor deterioration of the physical infrastructure of the Aviation Department be repaired as quickly as possible, to avoid disruptions to passengers and airlines; and
WHEREAS, it is not feasible to bid out discrete minor repairs, given time constraints and the likely low profit margins on such work, while at the same time such repairs are not cost-effective for the Aviation Department to perform in-house; and
WHEREAS, the small business community can, through the appropriate contract vehicle, perform such work in a timely and cost-effective manner,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that the County Mayor is directed to investigate the feasibility of procuring a contractor or contractors who will be available, on a stand-by basis, to perform minor repairs at Aviation Department facilities, and to report back on the results of such investigation within sixty days; this investigation shall specifically focus on the feasibility of small contractors to perform such work.
