TITLE
RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR�S DESIGNEE TO STUDY THE VOTE BY MAIL SECURITY PROCEDURES IMPLEMENTED BY THE STATE OF OREGON AND PROVIDE A REPORT TO THE BOARD

BODY
WHEREAS, Miami-Dade County recently has experienced examples of alleged absentee ballot fraud; and
WHEREAS, in 1998, after a series of experiments, the citizens of the state of Oregon approved vote by mail in a statewide initiative; and
WHEREAS, Oregon has been conducting elections utilizing vote by mail for over a decade; and
WHEREAS, Oregon has implemented additional security procedures to combat elections fraud and provide ballot integrity and has unique experience in conducting elections by mail; and
WHEREAS, the Board desires to identify any security measure used by Oregon that can be used to combat absentee ballot fraud in Miami-Dade County and the State of Florida,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. The County Mayor or County Mayor�s designee is hereby directed to study the Oregon vote by mail system including all security measures Oregon uses to prevent voter fraud and promote ballot integrity. In conducting this study, the County Mayor or County Mayor�s designee shall contact representatives from the Oregon Secretary of State�s Office and Oregon Supervisors of Elections to review any policies, procedures or rules they utilize to
prevent fraud and promote ballot integrity and seek recommendations that may be implemented by Miami-Dade County or the State of Florida.
Section 2. The County Mayor or County Mayor�s designee is further directed to report to the Board within ninety (90) days of the adoption of this Resolution the results of the study and to recommend any changes that may be accomplished by the County or the State that will bolster the County�s absentee ballot fraud prevention and promote ballot integrity. Such report shall also include, but shall not be limited to, all anticipated costs associated with implementing any recommendations.
