TITLE RESOLUTION AUTHORIZING AND DIRECTING THE COUNTY MAYOR OR MAYOR�S DESIGNEE TO IMMEDIATELY ALLOW COUNTY EMPLOYEES TO CONTRIBUTE LEAVE TIME TO THE COUNTY�S EMERGENCY DISASTER RELIEF FUND ESTABLISHED BY RESOLUTION R-1071-05 FOR THE PURPOSE OF DONATING THE VALUE OF LEAVE TIME TO HURRICANE SANDY RELIEF EFFORTS; DIRECTING THE MAYOR OR MAYOR�S DESIGNEE TO EVALUATE OPTIONS AND MAKE A RECOMMENDATION REGARDING THE DISTRIBUTION OF FUNDS AT THE DECEMBER 4, 2012 BOARD OF COUNTY COMMISSIONER�S WHERE THE BOARD INTENDS TO SELECT THE RECIPIENT(S) BODY WHEREAS, on Monday October 29, 2012, Hurricane Sandy brought devastating weather conditions to the eastern United States resulting in the loss of life, property and a major disruption to millions of lives; and WHEREAS, as a result of the devastation wrought by Hurricane Sandy, the President of the United States, governors, mayors and local government officials have issued emergency declarations for most of the eastern United States; and WHEREAS, many residents of Miami-Dade County have family members, friends and business relationships with areas impacted by Hurricane Sandy such that the social, cultural and economic life of Miami-Dade County is inextricably intertwined with the lives of those impacted by Hurricane Sandy; and WHEREAS, Miami-Dade County has previously adopted resolutions to assist other communities devastated by natural disasters including communities in Texas, Louisiana, and the Caribbean [e.g., Resolution numbers R-1031-07, R-972-08, R-1103-08, and R-01-10]; and WHEREAS, to provide a mechanism for providing assistance to other communities, the Board of County Commissioners adopted Resolution Number R-1071-05 for the purpose of establishing an Emergency Disaster Relief Fund so that County employees could contribute earned annual and holiday leave time to benefit victims of natural disasters and in rebuilding communities affected by natural disasters; and WHEREAS, generous County employees took advantage of the fund established by Resolution Number R-1071-05 and contributed their earned holiday and annual leave to the American Red Cross Hurricane Katrina relief fund and to victims of the Earthquake in Haiti in 2010, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that: Section 1. This Board hereby authorizes and directs the County Mayor or Mayor�s designee to immediately allow the donation by County employees of earned annual and holiday leave time to the County�s Emergency Disaster Relief Fund authorized by Resolution Number R-1071-05 for the purpose of donating the value of those annual and holiday leave hours up to a limit of $250,000. Section 2. The County Mayor or Mayor�s designee shall publicize and make available forms for employees to complete in order to authorize such earned annual and holiday leave contributions. The authorization forms to be distributed by the County Mayor or Mayor�s designee shall include a statement that the Board of County Commissioners has approved contributions of annual and holiday leave time for the purpose of Hurricane Sandy relief efforts. Section 3. This Board directs the County Mayor or Mayor�s designee to evaluate options for the donation of the value accumulated in the County�s Emergency Disaster Relief Fund for Hurricane Sandy relief efforts to determine an effective vehicle for impacting the most hard-hit underserved communities ravaged by Hurricane Sandy, and to present the Mayor�s recommendation at the December 4, 2012 Board of County Commissioner�s meeting where the Board intends to select the recipient(s) of the County�s Disaster Relief Fund for Hurricane Sandy relief efforts. |
