REPORT: | Commissioner Sosa said that she admired the work of Transition, Inc., a not-for-profit organization that was unable to pay its rent. She noted this proposed resolution would waive $60,170.04 of rent payments for this organization, and questioned whether the County had other alternatives for helping Transition, Inc. She pointed out that these rent payments were expected revenues in the Fiscal Year 2012-13 County Budget. Commissioner Sosa questioned how this proposed resolution would impact the current budget. She noted she wanted to treat all not-for-profit organizations fairly, and questioned whether the County was following a process for waiving rent payments. She expressed concern regarding the impact this could have on the County if many not-for-profit organizations requested the waiver of rent payments. Vice Chairwoman Edmonson noted the County had taken similar action for other organizations, including the South Dade Chamber of Commerce, and St. Albans Day Nursery. Commissioner Sosa pointed out that two other not-for-profit organizations had already contacted her office requesting that the County waive their rent payments. Vice Chairwoman Edmonson explained that the waiving of payments was done at the discretion of the County Commission. She pointed out that Transition, Inc. was the only program funded by the County for ex-convicts. She noted Transition, Inc. was under new management; this request was for one year only; and the organization complied with every request the County had submitted. She stressed that the work done by this organization was too important to allow it to cease its operations. Commissioner Bell pointed out that she was a co-sponsor to this proposed resolution. She said that no other organizations provided similar services in this community, and noted, for the record, that Transition, Inc. was current in its rent payments. Commissioner Moss noted he concurred that Transition, Inc. deserved special consideration since the service it delivered was unique. Vice Chairwoman Edmonson pointed out that Transition Inc. gave employers the incentive to hire the ex-convicts because it paid a percentage of their salaries. Hearing no further questions or comments, the Board members proceeded to vote on the foregoing proposed resolution, as presented. | ||||||

TITLE RESOLUTION WAIVING RENT PAYMENTS DUE FROM `TRANSITION, INC. TO MIAMI-DADE COUNTY PURSUANT TO A LEASE OF THE CULMER NEIGHBORHOOD SERVICE CENTER FOR RENT PAYMENTS DUE BEGINNING JANUARY 2013 AND ENDING DECEMBER 2013; THE TOTAL AMOUNT OF RENT PAYMENTS WAIVED SHALL NOT EXCEED $60,170.04; DIRECTING AND AUTHORIZING THE MAYOR OR MAYOR�S DESIGNEE TO EXECUTE ANY NECESSARY AMENDMENTS TO THE LEASE AGREEMENT BODY WHEREAS, Transition, Inc. entered into a lease agreement with Miami-Dade County on March 4, 2008 for lease of property at the Culmer Neighborhood Service Center located at 1550 NW 3rd Avenue; and WHEREAS, pursuant to the terms of that lease agreement, Transition, Inc. was to pay to Miami-Dade County monthly rental payments in the amount of $5,014.17; and WHEREAS, to date, Transition, Inc. has made each and every one of the rental payments as required by the lease agreement; and WHEREAS, Transition, Inc., like many other not-for profit organizations, has suffered a severe and extreme loss in revenue and donations due to the national and local economic downturn; and WHEREAS, because of that loss in revenue payment of the rent payments required under the lease agreement has produced a hardship for Transition, Inc.; and WHEREAS, Transition, Inc. provides job training and job placement services to adult ex-offenders and youthful ex-offenders in Miami-Dade County; and WHEREAS, the services provided by Transition, Inc. out of the property are still very much needed by the community, especially in light of the continuing economic downturn; and WHEREAS, Transition, Inc.�s ability to continue providing those services is threatened by its current financial crisis and obligation to make the payments under the lease agreement, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board waives rent payments due from Transition, Inc. to Miami-Dade County pursuant to a lease of the Culmer Neighborhood Service Center for rent payments due beginning January 2013 and ending December 2013. The total amount of rent payments waived shall not exceed $60,170.04. Further, directing and authorizing the Mayor or Mayor�s designee to make any necessary amendments to the lease agreement. |
