TITLE RESOLUTION RATIFYING SUBMITTAL OF GRANT APPLICATION TO FLORIDA DEPARTMENT OF TRANSPORTATION FOR $300,000 TO IMPLEMENT THE BIKESAFE PROGRAM IN COLLABORATION WITH UNIVERSITY OF MIAMI MILLER SCHOOL OF MEDICINE AT COUNTY SITES AND FURTHER AUTHORIZING THE COUNTY MAYOR OR MAYOR�S DESIGNEE TO RECEIVE AND EXPEND FUNDS AND TO EXECUTE CONTRACTS, AGREEMENTS, AMENDMENTS, AND OTHER DOCUMENTS AS REQUIRED BY THE GRANT UPON REVIEW AND FINAL APPROVAL BY THE COUNTY ATTORNEY AS TO LEGAL SUFFICIENCY BODY WHEREAS, this board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board ratifies the County Mayor or Mayor�s designee�s actions in submitting a grant application to State of Florida Department of Transportation, Transportation Enhancement Program, for $300,000 to implement the BikeSafe program as a collaboration between Miami-Dade Parks, Recreation and Open Spaces Department and the University of Miami Miller School of Medicine at various County sites and further authorizes the County Mayor or County Mayor�s designee to receive and expend funds and to execute contracts, agreements, amendments, modifications, and renewals, subject to County Attorney approval as to legal sufficiency. Gimenez Mayor Subject: Resolution Ratifying a Grant Application of $300,000 to the Florida Department of Transportation to Implement the BikeSafe Program STAFF RECOMMENDATION RECOMMENDATION It is recommended that the Board of County Commissioners approve the attached resolution ratifying the submittal of a grant application (Attachment A) to the Florida Department of Transportation (FDOT), 2012 Transportation Enhancement Program for $300,000 to implement the BikeSafe program in collaboration with the University of Miami�s Miller School of Medicine (UM) at various Miami-Dade Parks, Recreation and Open Spaces Department (MDPROS) park sites. It is further recommended that the Board authorize the Mayor or the Mayor�s designee to receive and expend grant funds, and to execute contracts, agreements, amendments and other documents as required by the grant, upon review and final approval by the County Attorney�s Office. SCOPE This project is a collaborative partnership between MDPROS and the University of Miami Miller School of Medicine (UM) to provide BikeSafe, a bicycle safety program to Miami-Dade County camp program participants at 45 County sites in multiple Commission Districts, listed in Attachment A. This project has countywide impact. FISCAL IMPACT/FUNDING SOURCE The total project cost is $330,000. If approved, FDOT grant funds will cover $300,000 of the project cost and MDPROS and UM will provide a 10%, or $30,000 in-kind match. The project will not have an additional operating impact to the County. The UM match of $23,630 is for salaried staff, supplies and transportation expenses. The MDPROS match of $6,370 is for salaried staff, bicycle storage and use of 12 existing MDPROS bicycles. The MDPROS index codes for the in-kind match are PRERE5458619 and PRETRO448424. TRACK RECORD/MONITOR MDPROS� Grants Manager Gina Drakes will manage and monitor the grant funds. MANAGER'S BACKGROUND BACKGROUND Project funds will be used to fully implement the BikeSafe program at multiple MDPROS parks. The project elements include the UM BikeSafe program curriculum, training workshops conducted to train MDPROS staff, program implementation to MDPROS camp program participants, program evaluation, curriculum enhancement, and program expansion. The application was due November 30, 2012, but there was insufficient time to obtain an adopted resolution before the application due date. If awarded, the grant term will begin July 2013 and end June 2016. The project is scheduled to be completed within the grant term. __________________________ Lisa M.
