REPORT: Assistant County Attorney Oren Rosenthal read the foregoing proposed resolution into the record. Commissioners Diaz, Souto and Zapata asked to be added as co-sponsors to the foregoing resolution. Commissioner Souto explained the intent of the foregoing proposed resolution and gave a brief history regarding, honoree Mr. Ralph Sanchez, Founder of the Homestead-Miami Speedway. Mr. Raul Moncarz, Former Professor, Florida International University (FIU) gave a brief overview of how the Dr. Antonio Jorge Award was established. The following persons appeared in support of the foregoing resolution: Mr. Bernie Navarro, President, Latin Builders Association, 300 Sevilla Avenue, Coral Gables, Florida Ms. Patricia Sanchez-Abril, Daughter of Ralph Sanchez appeared before the Committee. She read a letter which was written to her father, penned by Mr. Emerson Fittipaldi, Formula One Race Car Driver. Commissioner Diaz expressed his condolences to Mr. Sanchez’ family and noted Mr. Sanchez was a visionary and left a great legacy. Commissioner Jordan expressed her condolences to Mr. Sanchez’ family and recalled her surprise when Mr. Sanchez presented his idea of holding Formula One races on Biscayne Boulevard; she noted due to his determination and support, this idea grew into the Homestead-Miami Speedway. Commissioner Zapata and Deputy Mayor Jack Osterholt expressed their condolences as well and spoke about experiences and memories of Mr. Sanchez. Hearing no further comments or questions the Committee proceeded to vote.

TITLE
RESOLUTION ESTABLISHING THE DR. ANTONIO JORGE AWARD PROCLAMATION RECOGNIZING LOCAL ECONOMIC DEVELOPMENT ACHIEVEMENT AND HONORING RALPH SANCHEZ, FOUNDER OF THE HOMESTEAD-MIAMI SPEEDWAY, AS THE FIRST HONOREE

BODY
WHEREAS, Miami-Dade residents who positively contribute to the local economy should be recognized; and
WHEREAS, significant development in business, arts, sports or other sectors may spur the local economy; and
WHEREAS, Mr. Ralph Sanchez, the founder of the Homestead-Miami Speedway who recently passed away, contributed significantly to the Miami-Dade economy by popularizing and bringing motor sports to the County; and
WHEREAS, Mr. Sanchez was the force behind bringing the NASCAR and Grand Prix races to the County; and
WHEREAS, Mr. Sanchez is credited with establishing South Florida as one of auto racing�s premier destinations and helping to revitalize the Homestead area following the devastating effects of Hurricane Andrew; and
WHEREAS, various news reports have heralded Mr. Sanchez as a Miami racing legend; and
WHEREAS, Dr. Antonio Jorge, who passed away in 2012, was a former chairperson of the County�s Social and Economic Development Council (�the Council�), acclaimed university professor, and author of numerous academic works regarding economic issues and trends in Cuba and Latin America, foreign investment and international trade; and
WHEREAS, the Board of County Commissioners commended Dr. Jorge�s work by renaming the Council as the Dr. Antonio Jorge Social and Economic Development Council; and
WHEREAS, Dr. Jorge was a prominent scholar and economist, who contributed significantly to the County; and
WHEREAS, the County would like to honor Dr. Jorge�s legacy by naming an award proclamation recognizing local economic contribution after him,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1: Establishes the Dr. Antonio Jorge Award Proclamation Recognizing Local Economic Development Achievement (�the Award Proclamation�).
Section 2: Recognizes Mr. Ralph Sanchez�s invaluable contribution to the County�s economy and hereby honors Mr. Ralph Sanchez, in memoriam, through this resolution, with the 2013 Dr. Antonio Jorge Award Proclamation Recognizing Local Economic Development Achievement.
Section 3: Directs the County Mayor or Mayor�s designee, beginning in 2014, to annually recommend to the Board of County Commissioners a Miami-Dade resident who has contributed greatly to the County�s economy to receive this Award Proclamation.
