REPORT: Commissioner Heyman expressed her concerns regarding the foregoing proposed resolution. She noted that the subject bridges (particularly Bear Cut Bridge) were critical connections to the entire Crandon Park area as well as the municipality of Key Biscayne and her concern was that the proposal was for the construction of the bridge and the water main. She said the Village of Key Biscayne raised a concern with the construction materials of the bridge, which was not satisfactory and they were willing to pay an additional assessment for the construction of the bridge. Commissioner Heyman said her concern was also the time frame, the immediacy that had been conveyed to the Commissioners. She noted that she was in support of the foregoing proposed resolution. Commissioner Heyman noted this bridge was the entry way to a State park, this was not only about the Village of Key Biscayne, this was a part of Miami-Dade County, and Rickenbacker Causeway did not belong to any one entity. Chairwoman Sosa explained that the intent of the foregoing proposed resolution was to approve ratification of the contract of the infrastructure for the bridges. County Attorney Robert Cuevas further explained that the Board had previously delegated the authority to the Mayor to award this contract to the contractor; it is now being brought back for ratification. County Mayor Carlos Gimenez noted that as part of the restoration and repair there was an analysis of the pilings, not only to the water level but underground. He pointed out that the pilings were inspected often and had been found to be in good condition; however that had not been any analysis of the condition of pilings underground/seabed. Mayor Gimenez noted this was a reputable company and they wanted to inspect the 144 pilings underground to prevent constructing a bridge that collapses. He stated that the construction company wanted to ensure that the bridge would withstand the work to be done on it. Mayor Gimenez explained there was a $33 million total tab, of that $3 million was for sewer work that had to be reconnected, $6 million was for the west bridge, $6 million was to make the bridge wider, $16 million was for bracing the bridge for storm surges, replacing the steel with concrete, resurfacing the entire bridge and the inspection of the piles underneath the seabed. Mayor Gimenez noted that he was not for bracing the steel on the bridge because it did not enhance the safety of pedestrians or cyclists, nor did it actually protect the bridge from storm surges nor did it add to the width of the bridge. He stated the estimate for bracing only the steel on the bridge was approximately $6 and $10 million. Mayor Gimenez stated if there were any problems underneath the seabed the entire bridge would need to be replaced. He noted that the Village of Key Biscayne in fact wanted a completely new bridge installed and he had a resolution that proved this. Mayor Gimenez pointed out that he did not have an issue with discussing a new bridge for Bear Cut, if that was the solution. Once this bridge was repaired staff would work with the Village of Key Biscayne to get a new bridge, he further noted that it would take eight to ten years to construct a new bridge but the current bridge needed to be repaired in the safest way possible. Mayor Gimenez urged the Board to ratify the foregoing proposed resolution and to work with the Village of Key Biscayne to resolve this issue. Commissioner Heyman noted that she was comfortable with the explanation regarding the bridge and was in support of the foregoing proposed resolution. Commissioner Diaz expressed concern regarding the analysis of the pilings and noted there was now a change for an iron re-rod and composite re-rods are usually utilized for similar situations. Commissioner Diaz noted that the composite re-rods were four times the strength of steel and would outlast steel. He asked the Mayor’s staff to look into using the composite re-rods in an effort to save money in the future. Commissioner Edmonson inquired about Agenda Item 14A3; she noted that she wanted to put on the record that repair work was not being ceased while the study was being conducted. Commissioner Jordan noted that her primary concern was addressing the safety of the bridge. Mr. Marco Sudan, Bridge Engineer, Public Works Department and Waste Management Department explained that although the design life of a new bridge was 75 years many bridges last well over 100 years. He noted that he estimated that this bridge would last up to 40 years.

RESOLUTION APPROVING RATIFICATION OF THE CONTRACT AWARD TO KIEWIT INFRASTRUCTURE SOUTH CO., IN AN AMOUNT NOT TO EXCEED $31,000,000.00, FOR THE DESIGN-BUILD SERVICES FOR THE PROJECT ENTITLED REHABILITATION OF BRIDGES NO. 874541 (WEST BRIDGE) AND 874544 (BEAR CUT BRIDGE) ON THE RICKENBACKER CAUSEWAY

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board ratifies the Contract Award to Kiewit Infrastructure South Co., in an amount not to exceed $31,000,000.00, for the Design-Build services for the Project entitled Rehabilitation of Bridges No. 874541 (West Bridge) and 874544 (Bear Cut Bridge) on the Rickenbacker Causeway in substantially the form attached hereto and made a part hereof.

STAFF RECOMMENDATION
Recommendation
It is recommended that the Board of County Commissioners (BCC) ratify the County�s Contract Award to Kiewit Infrastructure South Co. (Kiewit), for the Design-Build Services for the Project Entitled Rehabilitation of Bridges No. 874541 (West Bridge) and 874544 (Bear Cut Bridge) on the Rickenbacker Causeway.

Pursuant to the authority granted under Resolution No. R-32-13, approved by the Board of County Commissioners on January 23, 2013, I approved the Contract Award to Kiewit on April 3, 2013 (attached).

Scope
Rickenbacker Causeway, West Bridge (No. 874541) and Bear Cut Bridge (No. 874544), which are located within Xavier L. Suarez� Commission District 7.

Fiscal Impact/Funding Source
The fiscal impact will be approximately $28,000,000.00 for the design and construction of the bridges, and $3,000,000.00 for the design and construction of the water main. The work is to be funded using Future Financing proceeds backed by Causeway Toll Revenues. The replacement of the water main attached to the Bridges, will be funded by WASD with Water Renewal and Replacement Fund.

Delegation of Authority
The County Mayor or County Mayor's designee has been granted the authority to execute and implement the attached Contract under Resolution No. R-32-13.

Track Record/Monitor
The Project will be assigned to Marcos Redondo, Section Head, Bridge Engineering, Highways Division, Public Works and Waste Management Department (PWWM).

MANAGER'S BACKGROUND
Background
The original Bridges were built in 1944 and consisted of a concrete substructure, steel girders, and a concrete deck superstructure. The Bridges were widened in the mid to early 1980�s with concrete substructures, pre-stressed concrete girders and a concrete deck superstructure, and have undergone various maintenance and repair actions through the years in order to extend their life expectancy. The Florida Department of Transportation

(FDOT) conducts recurring bridge inspections, with those performed in 2006, 2007, and 2010 not disclosing any critical findings.

In March 2012, PWWM was informally notified via email by FDOT that the bridge inspection performed on January 7, 2012, found deterioration on various steel beams of the West Bridge, and that PWWM was �to correct such deficiencies before they become a critical deficiency.� As a result, PWWM immediately proceeded to restrict truck traffic to the right outside lane of the West Bridge for the inbound (Eastbound) direction, and as a further precaution moved to effectuate similar restrictions on the Bear Cut Bridge.

This action placed truck loads on the concrete beam segment, not on the steel beams found to be in a deteriorated condition. Additionally, between the months of August to September, PWWM initiated detailed field inspections of the Bridge�s 584 steel beams through the services of an engineering consultant.

This effort also found previously undetected deterioration of the steel beams on the Bear Cut Bridge. This information was transmitted to FDOT, along with the request for a Load Rating in order to determine the load carrying capacity of the Bridges in their current condition. On October 19, 2012, based on the provided information, FDOT notified PWWM that the right outbound (westbound) lane on the Bear Cut Bridge had to be closed to traffic. PWWM immediately closed the lane upon being notified. However, in close coordination with FDOT, PWWM had its consultant re-analyze the Load Rating for the bridges. This led to FDOT�s subsequent concurrence to open the closed lane by restricting traffic to cars on the outside lane, limiting heavier vehicles to the inside lane. FDOT�s formal letter of concurrence was received on November 1, 2012. PWWM implemented these restrictions through the installation of signs and pavement markings. PWWM continues to work closely with FDOT in monitoring and inspecting the Bridges on a monthly basis.

The receipt of the most recent Load Rating for both bridges did not provide the time required for the typical County processes to design, bid, and build a project of this magnitude. PWWM has performed a series of actions in an effort to maintain the safety and operability of bridges in their current condition. A delay to commence the necessary construction activities can further delay the existing restrictions to the use of the bridges, placing a significant and prolonged impact on its users (e.g., Sony Open Tennis Tournament, Miami Seaquarium, Rickenbacker Marina, residents, and visitors).

As a result of the repair work, the existing water main attached to the section of both bridges that will be repaired needs to be relocated. The current water main was installed in 1968 and is nearing its life expectancy. The new pipe will also be increased in size from the current 12 inches to 16 inches. Once installed, the new water main will ensure that the pressure capacity for the pipes leading to the Village of Key Biscayne is maintained.

Additionally, in an effort to improve access for pedestrians and cyclists, the project proposes to widen the Bear Cut Bridge. Once implemented, this work will provide a dedicated lane for pedestrians and cyclists on both sides of the Bear Cut Bridge, separated from vehicular traffic.

This proposed Resolution ratifies the County�s award of contract to Kiewit on April 3, 2013. In the event that this Board votes to not ratify this Resolution, the County will terminate the contract for convenience in accordance with its terms.
