REPORT: The foregoing proposed resolution was adopted during consideration of today's agenda. Hearing no questions or comments, it was moved by Vice Chair Bell that the foregoing proposed resolution be adopted. This motion was seconded by Commissioner Moss, and upon being put to a vote, passed by a vote of 11-0; (Commissioners Zapata, and Bovo were absent). Later in the meeting, Vice Chair Bell requested that the foregoing proposed resolution be reconsidered to amend the language. It was moved by Chairwoman Sosa that the foregoing proposed resolution be reconsidered. This motion was seconded by Commissioner Moss, and upon being put to a vote, passed by a vote of 11-0; (Commissioners Diaz and Zapata were absent). Vice Chair Bell requested that the foregoing proposed resolution be amended and Assistant County Attorney Oren Rosenthal read the following proposed amendments into the record: On handwritten page 4, third line down, to include after 2016 the words “and Super Bowl 51 in 2017; in addition, the first section would become Section I, and Section II would read “This Board will support the Miami-Dade County Aviation Department’s commitment to cooperate with those needing special services in connection with the Super Bowl game, including arrival and departure of team charters, private planes and special fan charters.” The new Section III would read “This Board will support the Administration’s issuance of additional temporary licenses or permits for limousines and shuttles, if needed and in accordance with the County’s rules and procedures.” The new Section IV would read “This Board will support Miami-Dade County’s provision of administrative support to the host committee in the form of loaned executives, subject to availability, and provide in-kind support as needed in preparation for game day.” The new Section V would read “Miami-Dade County will not sponsor any Super Bowl related promotional activities during the Super Bowl period which could detract from, or interfere with promotional activities of the NFL in connection with the Super Bowl to the extent that there is no conflict with Miami-Dade County’s Code and contracts.” In response to Commissioner Jordan’s request for clarification as to the intent of the amendments, Vice Chair Bell explained that the Greater Miami Business Convention Bureau had requested that this language be included in the item because the NFL required specific language to attract the Super Bowl. Hearing no further questions or comments, the Board proceeded to vote on the foregoing proposed resolution, as amended.

TITLE
RESOLUTION SUPPORTING THE SOUTH FLORIDA SUPER BOWL HOST COMMITTEE�S BID TO HOST SUPER BOWL L IN 2016 AND SUPERBOWL LI IN 2017

BODY

WHEREAS, South Florida has an opportunity to host the 2016 Super Bowl; and
WHEREAS, South Florida recently hosted Super Bowls XXIX in 1995, XXXIII in 1999, XLI in 2007, and most recently XLIV in 2010; and
WHEREAS, the last Super Bowl was watched by an estimated 111.3 million viewers making it the most watched television show in U.S. history; and
WHEREAS, our community has a proven track record of successfully hosting the Super Bowl; and
WHEREAS, at least 130,000 people are expected to visit the host community during the two weeks of Super Bowl festivities; and
WHEREAS, it is anticipated that at least 1 billion viewers around the world will focus their eyes on our community if the event is held in South Florida; and
WHEREAS, hosting this momentous sporting event in our community provides a tremendous opportunity to boost our tourism industry and local economy; and
WHEREAS, a host community is expected to generate in excess of $400 million from the Super Bowl; and
WHEREAS, the Board has previously recognized the significance of hosting this event and has shown its commitment to the 1995, 1999, 2007 and 2020 games through grant funding and in-kind support of the game and its surrounding activities,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:
Section 1. This Board supports the South Florida Super Bowl Committee�s bid to host Super Bowl L in 2016 and Super Bowl LI in 2017 and pledges Miami-Dade County�s assistance, subject to available resources, to implement yet another successful Super Bowl.
Section 2. This board will support the Miami-Dade County Aviation Department�s commitment to cooperate with those needing special services in connection with the Super Bowl game, including arrival and departure of team charters, private planes and special fan charters.
Section 3. This Board will support the administration�s issuance of additional temporary licenses or permits for limousines and shuttles, if needed, and in accordance with County rules and procedures.
Section 4. This Board will support Miami-Dade County�s provision of administrative support to the Host Committee in the form of loaned executives, subject to availability, and provide in-kind support as needed in preparation for Game Day.
Section 5. Miami-Dade County will not sponsor any Super Bowl related promotional activities during the Super Bowl period which detract from or interfere with promotional activities of the NFL in connection with the Super Bowl to the extent that there is no conflict with Miami-Dade County Code and contracts.
