TITLE
RESOLUTION URGING THE FLORIDA DEPARTMENT OF HEALTH, THE MIAMI-DADE COUNTY HEALTH DEPARTMENT, AND THE FLORIDA DEPARTMENT OF ELDER AFFAIRS TO TAKE ANY NECESSARY MEASURES TO ENSURE THAT ESTABLISHMENTS THROUGHOUT MIAMI-DADE COUNTY THAT COOK, PREPARE, AND/OR PACKAGE FOOD THAT IS SERVED TO THE ELDERLY THROUGH ADULT NUTRITION SERVICE PROGRAMS ARE SUBJECT TO FREQUENT UNANNOUNCED INSPECTIONS AND MONITORING

BODY
WHEREAS, with approximately 4.45 million residents age 60 and older, Florida currently ranks first in the nation in the percentage of its citizens who are elderly; and
WHEREAS, according to statistics released by the U.S. Census Bureau, the elderly population, age 60 and older, in Miami-Dade County in 2010 was 19.1 percent of the more than 2 million Miami-Dade County residents; and
WHEREAS, almost 85,000 older Floridians benefit annually from community nutrition service programs; and
WHEREAS, nutrition service programs are available to all Floridians age 60 and older in each of Florida�s 67 counties; and
WHEREAS, nutrition service programs include congregate meal services, home delivered meals, and adult care food programs; and
WHEREAS, the Congregate Meal Site Program provides nutritionally balanced meals, nutrition education and nutrition risk screening for Floridians ages 60 and older at community-based centers throughout Florida; and
WHEREAS, the Adult Care Food Program funds nutritious meals and/or snacks served to community-based adults attending adult day care centers; and
WHEREAS, home delivered meals, more commonly known as �Meals on Wheels,� provides safe and nutritious meals delivered to the door of homebound older Floridians; and
WHEREAS, many elderly Miami-Dade County residents rely on adult nutrition service programs for their daily meals; and
WHEREAS, these nutrition service programs are focused on reducing hunger and food insecurity while promoting the health and well-being of older individuals in an effort to delay adverse health conditions and support and possibly improve the recipients nutritional status; and
WHEREAS, these nutrition service programs usually serve the most homebound, frail, or financially needy seniors in our community; and
WHEREAS, this Board desires to protect and promote the health, safety, and general welfare of the elderly Miami-Dade County residents that receive food through these nutrition service programs; and
WHEREAS, this Board acknowledges the importance of ensuring that the food served through these nutrition service programs is safe and is cooked, prepared and/or packaged in accordance with Florida law, Miami-Dade County ordinance, and minimum standards of hygiene,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:
Section 1. Urges the Florida Department of Health, the Miami-Dade County Health Department, and the Florida Department of Elder Affairs to take any necessary measures to ensure that establishments throughout Miami-Dade County that cook, prepare, and/or package food that is served to the elderly through adult nutrition service programs are subject to frequent unannounced inspections and monitoring to ensure that the food is cooked, prepared and/or packaged in accordance with Florida law, Miami-Dade County ordinance, and minimum standards of hygiene.
Section 2. Directs the Clerk of the Board to transmit a certified copy of this resolution to the Florida Surgeon General, the Administrator of the Miami-Dade County Health Department, and the Secretary of the Florida Department of Elder Affairs.
